INQUIRY ON HELICOPTER PROCUREMENT: Senator Teofisto “TG” Guingona III, chair of the Senate Blue Ribbon Committee, and Senator Joseph Victor “JV” Ejercito look at the slide presentation of Robert Rice, Jr., president of Rice Aircraft Services, Inc. (RASI), during a Senate inquiry into allegations that officials of the Department of National Defense favored a supplier to bag a procurement deal for 21 refurbished UH-1 helicopters. RASI was the winning bidder for the supply of 21 refurbished UH-1 helicopters amounting to P1.2 billion. “The selection of suppliers must be guided by and based on a process and set rules and not on the whims of individuals who bend the rules and corrupt the process to favor a supplier,” Guingona said.
