BERLIN: Sen. Leila M. de Lima spoke before delegates of the Annual Conference on Cultural Diplomacy 2016 held at the Academy of Cultural Diplomacy here last Dec. 18 where she warned them against "authoritarian leaders who excel at manipulation" and who have been able "to prey on our fears and self-interests to divide and conquer us." De Lima was the only Filipino leader who was invited to address the conference, along with world leaders and dignitaries.
