Drilon on Cha-Cha: Senate Minority Leader Franklin Drilon tells reporters during the Kapihan sa Senado media forum, July 26, 2018, that the Senate as a whole has decided to study carefully all proposals on Charter Change and the shift to federalism. “The first issue we should tackle is whether or not there is a need to amend the Constitution. If the decision is yes, how do we amend it? Do we amend it through a Constitutional Convention or a Constituent Assembly? If the latter, how will we vote, jointly or separately?
