Where is the P4 billion fund for farmers?: Senate Committee on Agriculture and Food chair Sen. Cynthia Villar (second from left) asks Department of Agriculture officials led by DA Secretary William Dar (not in photo) where the P4 billion in funds that should have gone to programs for increasing the production of local farmers under the rice tariffication law went. Dar explained that of the P10 billion alloted to farmers from the Rice Competitiveness Enhancement Fund (RCEF) sourced from tariff collections on imported rice, the P4 billion was initially released in December last year for farm mechanization and seed program for farmers.
