PhilHealth fraudulent schemes: Senate Majority Leader Migz Zubiri enumerates several fraudulent schemes observed in the PhilHealth such as the rebates scheme, non-existent patients, ghost patients, IT overpricing and padding and inaction on legal and administrative cases.
