KIKO ON THE NO-SHOW OF ISAFP CHIEF IN CHR HEARINGS...

"The President as commander in chief must order ISAFP Chief Delfin Bangit to appear before the CHR. This constant refusal of the ISAFP Chief is totally unacceptable and only fuels the growing suspicion that the military was involved in the disappearance of Jonas Burgos. It also sends a signal to all other men in uniform of equal or lower rank that they too can ignore the CHR on matters concerning forced abductions and other human rights violations."

"PGMA as commander in chief of all the armed forces should order the appearance of Delfin Bangit as proof of her administration's sincerity and commitment to find the perpetrators and punish them. PGMA must act on this continued non-appearance of a subordinate in the military and her failure to do so could be construed as complicity. This is where PGMA should draw the line. She must walk the talk. PGMA must step in as commander in chief and order full cooperation by the AFP with the ongoing CHR investigation."

"In the final analysis, as commander in chief, she has command responsibility over the acts of her subordinate and this most certainly includes the refusal of the ISAFP chief to appear before the CHR."
