Transcription of interview with Senator Loren Legarda

ON HANJIN HEARING

SLL: Ang aming hearing basically establishment ng mga economic zones na pag-aaralan pa kung ito nga ay makakabuti ba o baka mag drain lang sa coffers ng gobyerno pero pinagusapan yung Hanjin sa Subic at inamin nila wala pang ECC nung nagsimula yung construction munit finine daw nila ang hanjin at ayon sa kanila ay mag mimiting na ang board sa Subic para masigurado nila na hindi na mangyayari itong muli. We got the assurance of the administrator of SBMA of course should be granted before any construction will be done. Yes they admitted that Hanjin was fined, namultahan daw, in don't know how much they were fined but namultahan daw dahil nagsimula nun earth moving bago pa man ang ECC ang binigay.

SLL: Ayon sa kanila it was a few months at meron naman environment impact assessment bago nagsimula yung construction na delayed daw yung pag grant ng ECC yun daw ang dahilan kaya sila na multahan yung Hanjin at pinaaalahanan ko SBMA at sa lahat ng economic zones na dapat bagamat na silay may independent na magissue ng ECC at may independent sila under the law kailangan hindi nila ilalabag ang National Policies at yan ang pagkukuha muna ng Environmental Clearance bago man ang anumang construction ang maganap,

ON ZTE

MEDIA: Yung sa ZTE iclose na raw yung investigation meron naraw committee report.

SLL: Marami ng hearing ang naganap maraming katanungan pa rin, pero iisipin natin sino ba ang inaantay nating testigo, ayaw naman nating mag-aksaya ng panahon sa mga testigong di naman talaga involve sa ZTE pero ang gagawin ko babasahing ko ng husto ang ating committee report at tingnan natin kung anu man ang mga proposals dito, kailangan magkaroon ng pananagutan ang mga taong may kasalanan at kung sino man ang may pasimuno ng mga aborted deal na ito na nakinabang, hindi maaring nagaksaya tayo ng maraming maraming oras ng panahon hindi lamang senado kung di ng taong bayan at wala naman nangyari, inaantabayanan ko yung ating committee report at I hope we will have recommendations to make sure that this will not happened again, Swertihin natin di lang for show ito dahil may mga nangyayari puro committee hearing sa senado for show lang sa telebisyon at sa radio, dapat pag labas ng committee report ay wala namang magagandang recommendations but therefore I would like to wait and see the committee report to make sure that it was work all I find, and we want to see the grafters and the corrupt recommended to be prosecuted.

MEDIA: Na link ba si Pang. Arroyo sa scandal?

SLL: Walang direct link I mean to be fair iniisip kung pano, Kasi pag sinabi mong na link, money was handed to her wala ganun eh bagamat ang mga malalapit sa kanya ay nandun ang kanilang presensya at mga kilala niya pero dpa natin masasabi na link yun sa kanya so i still would want to see first the committee report and the I hope there would be strong recommendations for prosecutions of those responsible for the graft and corrupt practices.

Media: By next month raw may cabinet revamp na ipatutupad ang pangulo pero mukhang political debt ang basis, yung mga natulong kandidato last senatorial election?

SLL: Well yun ang nabasa ko sa pahayagan ang tingin ko naman ang pagtakbo ng gobyerno ay di ayon sa personalidad kundi ayon sa systema dahil maski gaano kagaling iligay na tao pag-ang systema ay base sa corruption at hindi pa rin inaayos ang pagpapatakbo, maski sino ang ilagay niyong magaling ay hindi pa rin aayos ang gobyerno, kaya ang cabinet revamp yan ang parang band-aid solution sa mga problema pero hindi naman ito makakagamot ng maayos na palakad ng gobyerno.

ON JPEPA

SLL: The JPEPA committee report has not been routed, yet di pa ako sa aking first term naka pirma sa isang conditional concurrence, siguro ay dapat na munang idebate na ito sa floor the usual process and then we see how it is, it I difficult to have a conditional concurrence and then it will be debated on the floor later on dahil hindi maliwanag kung anu ibig sabihin ng Conditional concurrence na ito.

SLL: I have not made a final decision on the ratification of the JPEPA until the questions w/c I had propounded and the committee hearings will be sufficiently answered on the floor and I would like to hear all the discussions.

ON FEDERALISM

SLL: Maaring mag hearing sa federalismo pero yan prioridad ng ating bansa with all do respect to our dear friend minority leader I told him that it may be good conceptually but are we assured that the poor regions in the country like eastern visayas the bicol region will empowered economically is there is federalism, we are not sure if will be better, at the same time ang dami nating problema ng world food crisis our own rice crisis at trabaho db? Tapos pag papalit na naman ng porma ang ating pag-uusapan.

SLL: Yung proseso na hindi ako sang ayon, na proseso na dadaan sa isang conass. Right now the people will not understand why we are talking about federalism, when we are face by the rice crisis and food crisis.
