Zubiri says nothing wrong with insertions
P35 M for UP, P28 M for Cebu hospital, P5 M for PGH, P5M for CLSU in 2009

"I believe that there is nothing wrong with insertions in the budget so long as it was done with transparency and to uplift your advocacies," said Senator Juan Miguel Zubiri.

"I, too have a few insertions in the 2008 budget such as a P5 Million Kibawe-Kalilangan road and P25 Million Don Carlos-Kadilingan road both in Bukidnon to serve as adjoining road networks in these two areas. Also, a P50-Million funding for an airport in San Vicente in Northern Palawan that would boost ecotourism and livelihood in that depressed area."

"What would be wrong and corrupt is if the insertion was made for personal gain and when construction is done by favored contractors that love to reciprocate with favors as well."

Zubiri announced his intended insertions or amendments to the 2009 budget. "To be transparent as well for the 2009 budget, I am proposing to add to the budgets of the following institutions:

P5 Million for the Philippine General Hospital for the upgrading of medical equipment;

P28 Million to the Vicente Soto Medical Center in Cebu for the construction of their Pediatrics Ward;

P35 Million for three University of the Philippines campuses (P15 Million for UP Los Baños for renewable energy center, P10 M each for UP Tacloban and UP Manilathat both badly need financial help; and

P5 Million for Central Luzon State University to repair student dormitories.

"These insertions for 2009, I now make public and ask the people's concurrence towards these amendments. Transparency is the key to regain the people's trust in our institution."
