Loren on cha-cha through con-ass still alive

"With all due respect to members of the House of Representatives, it would be untimely to amend the Constitution before the 2010 election. People are afraid that any attempt to amend the Constitution at this time would only serve to prolong in power those holding the reins of the present unpopular administration. Besides, any unilateral move by the lower chamber to amend the Constitution will not prosper. Surely, they must know that amending the Constitution by way of a constitutional assembly (con-ass) requires concurrence of both the Senate and the House voting separately.

"The Senate is not inclined to dance the cha-cha with the House under the baton of the administration, considering that it's apparent they just want to extend the term of the President beyond 2010. We cannot allow shortcuts that tend to short-circuit the prescribed manners of amending the organic law of our land.

"Those behind cha-cha for term extension must not delude themselves that the Filipino people cannot see through their scheme. They can try to ram cha-cha down our people's throats at their own risk."
