Sen. Lacson's rebuttal to Sen. Estrada's privilege speech

Mr. President I'll just issue some statements of manifestation.

I was about to ask the gentleman from San Juan if he was aware the Dacer family already filed an amended complaint against his father with the DOJ to include JEE in the complaint sheet in connection with the double murder case of Salvador Bubby Dacer and Corbito. That's for the record Mr. President. So it is not true this representation is the only one as alleged by the gentleman from San Juan quoting Atty. Topacio as the only person being complained of by the Dacer family.

Second Mr. President, he claims that Mr. Estrada never knew me from Adam when he appointed me as head of Task Force Habagat of the PACC. That is inaccurate Mr. President because I first met JEE when he was still mayor in 1973, when I arrested him after (mauling?) the late Rudy Fernandez also in San Juan and instead we began to know each other Mr. President.

He also claimed I betrayed Gen. Reynaldo Berroya but he did not say that Gen. Reynaldo Berroya when he was still Lt Col was convicted for KFR of Jack Chou and it was the gentleman's father JEE when he was PACC chairman who was with me in building up the case against Col. Reynaldo Berroya then.

Now regarding the rice shipment that I mentioned in my privilege speech that the gentleman from San Juan denied his father's involvement in that shipment. I just received a message from Supt. Glenn Dumlao who is now, not directly to me but through one of our personnel in the defunct PAOCTF, that he confirmed that the rice shipment was apprehended by himself, by Supt. Dumlao along with some of our men in PAOCTF. He also confirmed he received instructions through another subordinate officer of PAOCTF to release the shipment and the order came from the former President, PJEE. Three different people affirmed the statement I made during my privilege speech. One, there's a statement of Sec. Alfonso Yuchengco in response to a statement of SPML 14 September 2009 yesterday, it said, I confirm the statements made by Senator Panfilo Lacson in his privilege speech relating to my 7.75% PTIC holdings, equivalent to 2,017,650 PLDT common shares. These shares were taken from me in 1998 through sheer intimidation and serious threat to my businesses, myself and my family. So kulang pa ang sinabi ko because I mentioned in my privilege speech only his family and Mr. Yuchengco were threatened. Now Mr. Yuchengco is correcting that statement attributed to me yesterday, that also threatened were his businesses, so he would sell his 7.75% PTIC holdings.

Now, the gentleman from San Juan kept referring to me as Mr. Lacson. I think I deserve a more respectful address Mr. President. As a member of this chamber I think we should address each other either Your Honor or gentleman from which place. I would like to appeal to the gentleman from San Juan Sen. Jinggoy Estrada to please refrain from addressing any one of our colleagues by Mr or purely their whole name.

I will never be an administration ally Mr. President. I am referring to this administration. I have always fought the excesses of this administration. And for the gentleman from San Juan to aver I am already with this administration, that is a fact farthest from the truth. That will never happen not even in my wildest imagination.

He also said I should have resigned when I was at loggerheads or when I was not on speaking terms with his father. I may say I was right at the time, having fought illegal numbers games such as jueteng and having some disagreements with his father would not necessitate for a CPNP who believed at the time he was the one in the right direction as regards the fight against illegal gambling and other illegal activities. I think it should be the other way around Mr. President.

Also, 2 other persons I mentioned aside from Mr. Yuchengco. Sec. Reyes faced media this morning and he affirmed my statement attributed to him that during a Cluster E Cabinet meeting at the DFA office he took pity on me and advised me I should settle first my differences with PJEE at the time, he was CIC. So kinumpirma ang sinabi ko pagusapan ninyo ang inyong problema at saka na lang ayusin, referring to my differences with Mr. Estrada at the time about illegal numbers game called jueteng.

Another personality that I mentioned immediately responded and confirmed the statement I attributed to him that when I waived the P5m monthly bribe money intended for CPNP when I was appointed he confirmed indeed PJEE called him up and exactly as I mentioned yesterday, "Gov baka akala mo hindi ko alam na di kinukuha ng bagong CPNP para sa kanya, dalhin mo sa akin yan." He confirmed that Mr. President. That was Gov. Chavit Singson by the way Mr. President.

That's about it Mr. President and I would just like to emphasize I never lied in my privilege speech. And this can be, I can say without mental reservation and it was confirmed by no less than 3 people in my speech that I did not lie. And if I did not lie, someone is saying I lied, who's lying now Mr. President?
