Transcript of ambush interview of Senate President Enrile

ON THE JOINT SESSION

SP: We convened the joint session and we have suspended it on the day-to-day basis so we have to adjourn it, to close it. So we have to adjourn.

Q: So even if they insisted 'yung mag-vote? 'Yung pagvovote?

SP: They don't need to vote anymore because the proclamation is already gone. What is there to act upon? Wala na.

Q: Parang sabi kasi ni Satur Ocampo, sana daw, dapat mag vote pa rin kayo para maging clear 'yung stand ng Congress.

SP: Let them raise the issues on the floor at the Joint Session. But my understanding is that there is no more matter under consideration. Because if we are to vote to revoke, what are we revoking? We are revoking hot air.

Q: Ah. So, hindi na kailangang i-divide 'yung house to decide?

SP: I don't know about these guys. But I cannot get their logic. There's no existence anymore. What are you going to kill?

Q: So sir pwede po ba may humabol ng kanilang mga statements?

SP: Pwede 'yun. Kung may mga magsasalita, they can express their opinion. But to act on a matter, either to sustain it, if let's suppose, we take the reverse. We say we prolong, we allow it to continue. What is there to continue? Wala na. Now if we are going to revoke, what is there to revoke? I'm just explaining to these guys that they better analyze the situation first before they open their mouths.

Q: So will it be as swift ...na parang mabilis lang?

SP: No, hindi naman. We will allow them to speak out. 'Yun ang pinag-usapan namin ni Speaker. Q: What you can't do is just act on . . .

SP: But we will surely adjourn the joint session.

Q: So ilang senators ang ine-expect ninyong pupunta doon?

SP: Hindi ko alam. I leave it to the individual judgment of the senators. They are responsible officials of the government. I will not shepherd them like a pastor, you know?

Q: So, kahit kayong dalawa lang ni Senator Zubiri, it will be, parang official...

SP: Kahit kaming dalawa lang ni Speaker, we will adjourn the session.

Q: Ah kasi po continuing time pa rin 'yun no. E 'yung Supreme Court sir, can still decide, even if na-revoke na?

SP: I don't know. I can't speak for the Supreme Court. I leave it to their best lines. Alam mo ako, I always think of the constitutional relationship of every department of the government whenever I deal with the other departments. We should not be talking about what one department should do, what the Executive should do. We only talk about what we can do as a Congress, not what the Supreme Court or the Executive can do, to maintain the check and balance.

Q: Sa tingin n'yo matatapos na 'yung speculations ng conspiracy theory at 'yung kakalat pa yung martial law sa ibang lugar?

SP Very fertile 'yung imagination ng mga taong ito. Kung anu-anong iniisip nila. Pati CIA binibigyan nila ng importansya.
