Aquino: "GMA's programs should be scrutinized"

DAVAO CITY -- Liberal Party standard bearer Benigno "Noynoy" S. Aquino yesterday vowed to review virtually all programs of the Arroyo administration to determine which ones should be scrapped or streamlined so funds can be used in programs for job creation, education, and basic social services.

"Perhaps I'm being unchristian, but practically all her programs have to be scrutinized," he said at a press conference at the start of the Lenten season.

The review of existing projects and programs under President Arroyo's watch is part of the zero-budgeting policy he will implement as president, Aquino said.

The current leader of all national presidential surveys said many of Arroyo's touted flagship programs have beautiful titles and good intentions-such as the so-called Super Regions�but their implementation have been spotty.

He also pointed to the Ginintuang Masaganang Ani farm inputs program which became the infamous P728-million fertilizer funds scam.

Another example, Aquino said, was the nautical highway, portions of which remain disconnected to the network.

"Ang daming magandang pakinggan, pero di nangyayari," he said.
