Garcia III, Philippine Ambassador to the Russian Federation, for his appointment as Co-Chair of the Executive Board of the ASEAN Centre, and expressed confidence in the latter's capability to carry out the tasks, as well as do justice to the trust bestowed upon him by his ASEAN colleagues in Moscow.
