Jun Bautista: Your comments on the traffic mess?

RGR: Sang-ayon ako sa sinabi ng Pangulo na yung mga bus companies pribilehiyo iyan, na dapat managot ang dapat managot sa batas trapiko. Mahalaga din para mas madaling sumunod ang lahat ng mamamayan sa Metro Manila ay magbigay tayo ng solusyon sa trapiko, hindi lang sa short term, kundi medium term at long term. Halimbawa, matagal ko ng sinabi na dagdagan ang coaches sa mrt at bawasan ang bus. Palagay ko sa loob ng 1 taon pwedeng gawin yon. Sa ganon, makikita ng mga tao na may pag-asa, may light at the end of the tunnel, so to speak.

Pangalawa, baka pwede tayong gumawa sa loob ng 3 taon ng panibagong EDSA. C6 ba ang tawag don o connection ng NLEX-SLEX. Napapanahong pagusapan yan dahil ngayong araw na ito pinaguusapan din sa isang hotel yung PPP, yung pag-invest ng private sector sa mahahalagang infrastructure projects dito sa Phl. Mahalaga to make Metro Manila work dahil if MM works, meron tayong modelo na pwedeng sundan sa buong Phl. Mas madaling pakiusapan ang mga tao na sumunod sa batas trapiko kung alam nila there is light at the end of the tunnel.

JB: Do we have the space for that?

RGR: Pwede. Napag-aralan namin yan nung nakaraan nung ako'y nasa NEDA pa. In fact ilang km lang iyan, na pwede mong gamitin yung riles ng PNR , elevated hway. Ang SLEX ngayon bababa ka ng Buendia, gagawa ka ng daan doon papuntang PNR, sa itaas - elevated hway- wala ka ng right of way, wala ka ng tatanggaling mga bahay dyan - all the way hanggang sa NLEX.. Hway on top of the PNR railtracks. Posibleng gawin iyan.

Ang isa yung alignment nya is 64kms ng C6, pero mas mahabang gawin yon. Pero palagay ko parehong dapat gawin yan (ng gobyerno). There must be a sense of urgency dito sa ating bansa para patuloy na lumago ang ating ekonomiya. Magkaroon ng kumpiyansa ang tao, makakapagbigay ng trabaho sa mamamayan at magiging competititve ang ating economy. At the end of the day, it's about creating jobs & making our economy more competititve so napakahalaga diyan yung usaping pang-imprastraktura. You will not be able to sustain the growth w/o the necessary infra.

JB: Im glad you mentioned that bec.that leads into the question I'd really want to ask you. The president has been out of the country 3 times & came back w/ rosy promises of billions of $ of new investments coming in. If I'm not mistaken, these are pledges. When do we see the gain fr all these billions of $$? RGR: Pag byahe ng Pangulo natin, yung isa you cannot quantify - the good relations we have with our neighbors, halimbawa. Pangalawa lang dyan yung economic benefits. While I agree w/ the president when he comes back home at nababanggit nya yung mga negosyanteng nakausap nya na pwedeng mag-invest sa bansa o yung mga multi-lateral financial agencies na nagsasabing magpapautang sa Phl, iyan quantifiable lahat iyan. Inaasahan natin na maganda ang takbo ng ating ekonomiya, maganda ang macro economic stability natin ngayon. In fact kung titingnan nyo ang utang ng Phl is 57% of GDP, ang US ngayon 95% of GDP kaya't malaki ang problema sa US. Dahil dyan ang piso natin lumalakas so mas mura to build this infra projects also. Hindi tulad noong 2004 na ang utang ng Phl kasing laki ng ating ekonomiya.

Nasa dyaryo din ngayon $60B by the end of the yr yung gross intl reserves natin. Isang dahilan din yon ng paglakas ng ating piso. Kung kaya't maraming interesado na pumasok sa Phl. Ngunit kung di nagagawa ng pamahalaan yung trabaho nila sa pag-pinpoint ng eksaktong mga infra projects na dapat gawin, we will not grow as fast as our neighbors are growing & not be able to reduce proverty in the country as fast as we want to reduce it.

JB: When do we see this (billions of $$ pledge) taking fruition?

RGR: Nakapaloob sa budget na tatalakayin natin next wk yung priorities next yr. May relasyon ang budget at ang PPP kaya't tinutulak natin ang PPP dahil yung budget natin na P1.6T mas malaki ang social spending natin kesa sa infra. We are hoping that the private sector will take the slack & they will invest dito sa infra sa PPP. So ilan ba dun sa PPP list nila ang ready to go next yr? Palagay ko 2012 pa ang marami dyan na posibleng ready to go. As early as now, dapat ginagawa na yung mga feasibility studies, project designs, engineering designs, etc. para ma-bid out agad yang mga proyektong yan. Hindi lahat yan kinakailangan ng foreign investment or BOT. Marami dyan pwedeng i-locally funded dahil maraming pera ang Pilipinas, believe it or not. Kung i-locally funded mo yung iba dyan, mas mabilis nating mapapagawa yan, mas maraming trabaho maibibigay, mas lalago takbo ng ekonomiya. Pag mataas growth ng ekonomiya, mas malaki ang buwis na makokolekta sa mga tao. So magiging spiral pataas ang takbo ng economy at malaki mababawas ng kahirapan dito.

The challenge is to sustain the growth of the economy moving forward. At hindi natin magagawa yan if we don't invest in infrastructure. You need to grow 8-9% every yr for the next 6 yr to be able to dramatically reduce poverty incidence & do a catch-up w/ our neighbors. So it's really infra, infra, infra. Hindi maso-solve ang problem ng traffic sa Metro Manila by way of color/number coding lang. Pwede yan sa pansamantala lang. Pero isipin nyo, kung pwede nating sabihin sa taongbayan dadagdagan natin yung mrt coaches, gagawa tayo ng bagong EDSA at aftr 3 yrs wala ng color coding, may pag-asa ang tao.

JB: Yang mga sinasabi nyo, pwede bang gawin yan w/in the present administration?

RGR: Definitely. And you want to build a smart metro manila. Ito ang pagkakataon natin ngayon. We can benefit fr the economic conditions globally right now. There is so much interest in the Phl, malaki ang gross int'l reserves natin. May pera ang GSIS, halimbawa, that can invest in our infra needs. Ayaw ba nyo makakita ng billboard na "your pension fund is working for you."?

JB: Sabi ni Frank nawawala e.

RGR: Hindi natin nagagastos ng tama. Ginagamit lang sa pambayad ng bonuses ng GOCCs at GFIs natin. Pero yung mga GFIs and GOCCs natin siguro ang hawak na pera nyan kulang-kulang sa P1 trillion. Madaming pera ang Phl; the challenge is paano natin gagamitin ng tama. Philhealth has a P110B in reserves.

Baby: Di ba pwede yung mga projects na nakaprograma at naiwan nila GMA before gawin na nxt yr?

RGR: Pwede ng gawin iyan 2011. Marami dyan sa listahan ng PPP nasa listahan na ng ERP noong 2008 pa lang. Marami tayong pondo diyan na pwede nating gamitin, i-locally funded na lang natin ang mga projects na iyan at hindi tatamaan masyado ang mga consumers. Maraming trust funds ang gobyerno. Sa DOF lang, sa Treasury, meron yung isang municipal dev't fund mahigit P12B yung perang iyan. That can fund 1 lrt project. Ang GSIS nag-i-invest ng $1B sa ibang bansa. Nandito tayo, ang pangulo natin pumupunta sa ibang bansa, nanghihikayat ng negosyanteng mag-invest sa atin, para umutang, pero meron tayong pondo dito na ini-invest natin sa ibang bansa, na hindi naman kumikita. So mas mabuti na tayo na ang gumawa. Marami iyan. It's just a matter of being creative & knowing kung ano yung mga resources available sa atin.

Badette: Idle funds natin, kailangan ba ng congressional approval para i-tap ito?

RGR: Kailangan may appropriations cover, pero dapat sabihin sa atin ng secretary of DOF, "4 na buwan na kami dito, or 6 months, eto ang mga resources available natin. We propose to spend it on these projects." Projects identification napakahalaga din, but it all starts w/ resource identification muna. Dapat sila nag-i-identify ng resources. Ngayon ang kongreso, sa mga budget deliberations, marami dyan napag-usapan na. Marami dyan nakita na, nabanggit na sa mga cmtee hearings. There must be a sense of urgency para pabilisin natin itong mga prosesong ito. Hindi pwedeng hintayin pa natin yung 2012; marami dyan pwede na gawin by 2011. That's why I welcome na meron ngayong summit or conference w/ regards to PPP. It's a step in the right direction, I'll put it that way.

Badette: What prevents the nat'l gov't from tapping these funds?

RGR: Siguro palagay ko hindi pa nila nakita noong una, pero sa ngayon they have a good idea already of our resource potential.

Cely: Kung may billions sa GOCCs/GFIs, dapat walang deficit kasi 350 lang yon. Bakit kailangan mangutang?

RGR: Pwedeng mabawasan ng malaki yung budget deficit pero sa totoo lang, you don't look at the budget deficit alone because it is in relation to what. Halimbawa, if your economy grows by 8%, at yung deficit mo or yung sobrang ginastos mo sa kinita mo, ay 3.9%, panalo ka pa. you grew at a faster rate than your debt grew. So to me immaterial ang deficit for as long as your economy is growing faster. Bababa pa rin yung debt-to-gdp ratio mo. Ang mahalaga kung may deficit ka or umutang ka, at kung ginastos mo ng tama yan, the economy is growing faster than your debt.

Tina: Is there a need to amend the BOT law kung pareho lang ito sa PPP?

RGR: Pareho lang, BOT and PPP are the same. May batas tayo diyan na ginagamit para sa PPP na ito. Tinawag lang natin iyang PPP, that's the generic name, pero ang batas na umiiral dyan is the BOT law. Lahat ng powerplants na ginawa noong araw , BOT yan, PPP. Yung toll road, slex , nlex PPP yan. NAIA3, MRT3.

Question: Of the 10 projects in PPP, alin ang dapat i-prioritize?

RGR: Lahat yon. Kulang pa nga yon. Dapat mas maraming dapat gawin.

JB: Yung dagdag coaches sa MRT, would it follow na dagdag fares?

RGR: In fact hindi. Mababawasan pa. You have to make the reinvestment. Right now, nagbabayad tayo ng subsidy for 150,000 ghost riders na hindi sumasakay sa MRT (see Recto PR, oct 31). So pag nilagay mo yung additional coaches, bababa yung subsidy mo. Hindi mo kailangang itaas ang fares.

JB: But the MRT & LRT are petitioning for higher fares.

RGR: Kasi nga walang nag-iisip na dagdagan ng coaches.

Question: Some senators expressed intention to cut CCT. Kayo?

RGR: Palagay ko ang trabaho ko is to marry both proposals. Halimbawa sabi ni SEJA bawasan from 21B to 15B; sen Drilon said pagbigyan ang pangulo. Kung palpak ang 1st yr implementation ng CCT, 2012 we will not look kindly at it anymore. Ako ang tingin ko you can marry both proposals w/ a special provision: wag mo bawasan yung 21B pero may reportorial requirement at the end of 6 months. Yung absorptive capacity ng DSWD, hindi nila kayang gastusin, lagyan mo ng kicker provision na pag di nyo kayang gastusin, para di masayang ang perang ito, ilipat natin dito. But give them a chance. If you fail to achieve a certain benchmark, then pwedeng i-realign for another purpose, katulad ng calamity fund ng pangulo. Taon-taon 26 na bagyo ang tumatama sa atin, may flooding, climate change at sakuna. Taon-taon natatamaan tayo ng 10-15Billlion worth of calamities, (pero) ang calamity fund ay P5B lang. ilang magsasaka ang napeperwisyo pag tinamaaan ng baha or bagyo? It is only fair for our farmers na ang gobyerno mag-set aside ng pondo at tulungan sila.

JB: Are you willing to give DSWD 6 months to find out if only 1 agency can do the job? In 6 months, ilan ang nagastos doon sa 21B na yon?

RGR: Yes. Pagbigyan natin. Nakikiusap ang pangulo sa atin e. 21B divided by 12. Ang SARO release nyan ay monthly. If they can't implement that properly, you can create an oversight cmtee, bantayan paano nila ginagastos.

Question: DOT, advertising fund

RGR: Kung limitado resources mo sa advertising at promotions, di pwede yung shotgun approach sa buong mundo. You focus on who do you want to target. Do you want more American or European tourists? It takes 15 hrs fr the US to come to Phl. Long haul flight iyan. May economic problems sila. Should you want to target them, or the Chinese, the Japanese, the Koreans, South East Asia, Australia, New Zealand, Indonesia? Iyan mga short haul flights lang.

But one thing is for sure: more people know about Phl because of Manny Pacquiao.

Marvin: Oil price hike. Reasonable daw sabi ng DOE.

RGR: Di ko alam kung sinabi nila yan, but one thing for sure, kung lumalaki ang gross sales ng oil industry, bakit ang buwis nila bumababa? Nakalagay naman sa dyaryo magkano kinikita ng oil companies. Ilan na ba ang taas this yr? How can their gross sales be smaller this yr than last yr? Sa budget hearings pinakita ko na yan. Palagay ko dapat ding repasuhin ng kongreso at DOE yung liberalization ng oil industry or yung pricing mechanism every wk, masyadong volatile. So pwede ba iyang gawing 30 days ang akyat-baba ng presyo instead of weekly? Kasi magulo yan, pati na sa transport groups at sa pasahero. Ano ba ang long-term plan natin dyan? Are we going to promote electricity vehicles in this country para less dependent tayo sa fossil fuel? Again light at the end of the tunnel. Are we going to really push on our ethanol program, on our biodiesel program? Nandyan na yung batas e, let's make it work, let's push on this.

Remember in 2008, pumalo ang langis ng $149/barrel. Darating ba tayo doon ulit? Sigurado, it's just a matter of time. Pag nagkaron ng global rebound ang economy, tataas ulit ang presyo nyan. So as early as now paghandaan na natin yan. How can you check kung tama yung presyo or hindi? Maraming paraan. But 1 way to look at it is how much taxes did you pay, because you can work backward. Base sa buwis na binayad nyo, ito lang dapat ang presyo nyo. E kung lumiliit ang bayad nila sa buwis, e di dapat pababa ang presyo.

JB: Di ba nami-mitigate din yan dahil lumalakas ang peso?

RGR: Tama. That shld mitigate the prices also.

JB: Katwiran ng oil companies pag tumaas sa world market, taas din sila. But didn't they buy some at a lower price before the increase in the world market?

RGR: Precisely. Kung ang inventory supply natin is 30 days, bakit sila nagtataas weekly? Iyun ang dapat tingnan. Ngayon bumaba naman ng $82 sa world market, so next wk ba ibababa nila? Kaya maraming nagsasabi sa mga tao na mabilis umakyat ang presyo, pero mabagal bumaba. Naiintindihan nila.

Question:

RGR: Metro manila will double in size in 20-25 yrs. You have to build, not only mass transit, but new roads and new bridges. (PNR?) Naumpisahan na rin yan but you want to see a follow thru. Sabi ko nga sa cmtee hearings namin sa DOTC, sa Europe & China, trains are competing w/ airlines. Mas mabilis gumamit ng train sa mga bansang yon kesa eroplano. Kasi kung eroplano, may waiting time ka pang 2 hrs sa airport. Last wk nasa China ako, from Shanghai to Nanjing, 1hr 10 mins. Ang takbo ng train 350km/hr. 330km ang distansya. Dapat doon papunta ang Pilipinas. Hindi dapat matagal gawin yan. Just focus & a sense of urgency.

JB: That PNR railway fr here to Legazpi has been rotting for decades. Bat hindi marehab yon?

RGR: Naumpisahan na ma-rehab yon. Let us continue with that. You have 1,000 km of railway in the country, only 55km ang napapakinabangan.

Question:Would you advise Sec. Lim to think of other ways to promote the country?

RGR: I can talk to him. But I think the people have spoken loudly as far as this new slogan is concerned. There seems to be more appreciation for Wow Philippines than the new one.

JB: You ran under Pnoy. He almost did a George Bush - read my lips, no new taxes. Will that hold to sustain our 1.6 T budget?

RGR: Yes. There is no urgency to impose new taxes. Your debt-to-gdp is going down, the economy is growing by 8%, credit upgrade pa tayo recently, interest rates are going down. Walang urgency to impose new taxes. If at all, you can rationalize certain taxes next year. The sin tax law halimbawa, you can review that, rationalization of fiscal incentives you can review that. But to make a drastic overhaul, di ko nakikita yon. And the best way to raise revenue is to make the economy grow at a faster rate.
