ANGARA PUSHES FOR IMPROVEMENT OF PUBLIC SAFETY TRAINING

Senator Edgardo J. Angara recently filed Senate Bill No. 2618, or the "Philippine Public Safety College System Act of 2010", which aims to improve the state's primary training institution for firemen, jail guards and personnel of the police force.

This bill seeks to grant fiscal autonomy and flexibility for the Philippine Public Safety College (PPSC) which operates under the Department of Interior and Local Government though the creation of its own charter.

"It is the state's responsibility to provide for the training and continuing education for our public safety officials. However, as the PPSC is operating under the DILG, it has very limited powers and duties, with a budget dependent on its parent agency," Angara said.

Angara, chair of the Senate Committee on Education, Arts and Culture, explained that the said bill would basically turn the PPSC into a "state-run educational institution, much like the SUC's (state universities and colleges) under the Department of Education".

"These dedicated safety officials are tasked with keeping order, enforcing the law and protecting the lives and property of our countrymen. By giving PPSC academic freedom, these public workers will be exposed to an improved training program that is responsive to present-day requirements and standards of professional competence," he said.

The current system of the PPSC was established through Republic Act 6975 as the primary training facility for the employees of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP).
