Interview with SP-Kasangga Mo Ang Langit

Rey Langit: "Mr. Senate President magandang umaga po sa inyo."

SP JPE: "Good morning Rey."

Rey Langit: "Si Rey po at saka si Ate Cely Ortega Bueno."

Cely Bueno: "Hi sir, good morning."

SP JPE: "Cely kumusta, long time no hear from you."

Cely Bueno: "Aba'y last Thursday magkasama lang po tayo sa Kapihan."

SP JPE: "Magkasama? O sige oo na, marami kayong mga tinatanong na hindi ko masasagot."

Rey Langit: "Mr. Senate President unang-una ay nakikisa po ako sapagkat marami po kayong kababayan di po ang nawala dahil po sa sunog."

SP JPE: "That was an unfortunate incident. Hindi ko pa alam ang puno at dulo ng pangyayari ngunit I called up Cagayan I talked to Cong. Ping because that is in with his district and evidently nagkaroon yata ng faulty wire or something."

SP JPE: "Dapat iyong city government ay usisain din sapagkat nasa part of city administration di ba? Para mapangalagaan ang seguridad ng buong lipunan that is why you have a local government to take care of the problems of the local unit."

Rey Langit: "Hindi po ba malaki rin ang pananagutan Mr. Senator ng aside doon sa mismong..."

SP JPE: ""Yung Bureau of Fire Protection ay kailangan pananagutan nila yan. Bakit? They know the condition of the city, its structures dapat yon ay under the condition of their water system, the number of the population, the possibility of fire. They should have establish already a standard of equipment requirement, training, personal capability and effective response. "

Rey Langit: "Correct, correct, so dito sa pananagutang ito agreeable po ba kayo Mr. Senate President na itong mga taong ito ay aside doon sa humarap sa mga kaso at imbestigasyon ay temporarily ay ma-relieve muna sila sa kanilang post?"

SP JPE: "Sinabi ko na 'yung local government unit without prejudging must also answer questions."

Rey Langit: "Apparently parang kulang na kulang sila sa inspection sa nabanggit na gusali."

SP JPE: "Let them answer first."

Rey Langit: "May katanungan po dito si Cely."

Cely Bueno: "Mr. Senate President matapos po na ma-aaprove sa kamara sa Senado yun pong amnesty proclamation no. 75 aba kagabi po ay pinayagan na ng Makati RTC na makalaya itong si Senator Antonio Trillanes. Parang pinagkalooban po ng provisional liberty."

SP JPE: "I think that is I call it ah... the action of the Court, wala na eh talagang the amnesty proclamation is already on, it is a matter of time for these people to file their application and that application will be processed and I'm sure that they will be granted amnesty so was the point in keeping them further in the custody of the government and freeding them."

Cely Bueno: "So under custody po ng Senate itong si Trillanes?"

SP JPE: "Correct, correct."

Cely Bueno: "So, ano po ito lagi pong may nakabantay na miyembro ng Senate sergeant at arms kay Trillanes?"

SP JPE: "I assigned already a security for him."

Cely Bueno: "Sir bago po nagpasya ang Makati RTC judge na palayain itong si Trillanes kinoordinate po ito sa inyo?"

SP JPE: "I was asked to write to the court whether the Senate will accept or not accept the responsibility. I wrote the letter yesterday afternoon and I received a copy of the order of the court and telling the court that... that is also had been to position of the Senate to take cost if its members enlighted for some kinds."

Cely Bueno: "Pero si Senator Trillanes kahit custody ng Senado not necessarily na sa Senado po siya mag-i-stay."

SP JPE: "No, no need, that's discretion that I have not exercised, I was assigned the custodial."

Cely Bueno: "Sa maaari po siyang pumunta kahit saan gustuhin basta may kasama pong na miyembro ng OSSAA?"

SP JPE: "That's correct, I don't he will runaway, it will be silly for him to runaway." Cely Bueno: "Pero nangangahulugan po ito Senator Enrile na mag-a-apply pa rin po itong si Senator Trillanes doon po sa amnesty na inaprub ng congress?"

SP JPE: "Seyempre hindi siya makakalaya kapag hindi mag-a-apply. Kapag hindi siya umapply eh di ipababalik ko siya sa Camp Crame."

Cely Bueno: "So ibig sabihin po itong naging aksyon na ito ng Makati RTC wala na silang plano po na ipalabas pa kung ano 'yung kanilang hatol doon sa mga kaso na kinakaharap po ni Senator Trillanes?"

SP JPE: "It's a creed, there no need. So forth if you will convict him, he is going to be amnest him, di ba?"

Cely Bueno: "So ano pong balita? Ano po ang plano ni Senator Trillanes, bibisitahijn po ba niya 'yung kanyang opisina niya sa Senado? Magtutungo po ba siya ngayon sa Senate?"

SP JPE: "I am not yet talk to him, I'm sure he will be going to the Senate maybe today to see the office that he will occupy. He is assigned a security from the security group of the Senate?"

Cely Bueno: "So matapos po siyang makalaya kagabi hindi pa po kayo nagkaka-usap ni Senator Trillanes?"

SP JPE: "Hindi pa."

Cely Bueno: "Wala po kayong naka-schedule na meeting today?"

SP JPE: "Wala kaming schedule, theres no need for any meeting with me, you know."

Cely Bueno: "Senator Enrile, idagdag ko lang po matapos po na pagkalooban ng free bargaining agreement itong si General Garcia, may mga pananaw po na baka daw ito ay makaaapekto sa military aid na ibinibigay ng Amerika? Ano po ang pananaw ninyo dito?"

SP JPE: "Sino ang maysabi nun? May pahiwatig ba ang Amerika diyan?

Cely Bueno: "Military analyst daw po ang nagsabi."

SP JPE: "Sinong military analyst diyan?'

Cely Bueno: "Wala pong binanggit eh basta military analyst daw."

SP JPE: "Mahirap yan eh."

Cely Bueno: "Pero tama po ba 'yung hakbang na payagan 'yung plea bargaining agreement kay General Garcia?"

SP JPE: "Alam mo we cannot judge this in a vacuum, you know. We have to study the size, ano ba ang situation, magkano ba yung nilustay niya, how much was the amount involved? And then second, was that a series of transaction? Maraming question eh, so that is address to the one sorting the evidence."

Cely Bueno: "Sir, panghuli na lang, balikan ko lang po 'yung kay Trillanes. So masaya na po ang Senado dahil madadagdagan na kayo ng isa pag nagbalik ang session sa January 17?"

SP JPE: "I think it will help dahil marami rin ang bills na itinayo si Senator Trillanes at saka meron siyang komite na palagay ko I think it's a� I'm not sure whether Senator Drilon who is handling it for him."

Cely Bueno: "Kung nakikinig po si Senator Trillanes, ano po ang mensahe ninyo ngayong nakalaya na po siya?"

SP JPE: "Well, all I can say is good luck, congratulations for being out from Camp Crame and I hope that he will now start working hard to serve the country directly as a senator of the republic."

Rey Langit: "Ma-clarify ko lang po Mr. Senate President. Ito pong pinag-usapan hinggil dito sa plea bargaining agreement apparently wala naman pong nakasaad sa rule of law sa anti-graft kahit na po sa money laundering act o revise penal code na mayroon pong ganitong plea bargaining agreement?"

SP JPE: "Noong araw wala iyan eh, kinopya lang natin sa Amerika yan eh. Kopyador tayo eh, kinopya natin sa Amerika na sa aking paningin sinalaw lamang ang ating proseso sa batas, plea bargaining. Pangslawa, yung free trial conference, eh doon eh nagbabargain na kayo eh hindi na ebidensya ang pinag-uusapan. This is where the deterioration of the judicial system started eh kung kinokopya lang natin 'yung sistema ng Amerika eh hindi naman tayo ganon eh. Sila eh jury trial tayo eh unitary judicial system, isang huwes ang maghahatol sa iyo pagkatapos aapelahin mo in a collegial body and then ultimately you go to to the Supreme Court which consist of fifteen heads."

Rey Langit: "Kanina po nabanggit po ninyo hinggil dito sa amount Mr. Senate Presaident. Apparently ang ini-offer niya sa gobyerno o inoffer niya saa gobyerno ay 135-M na wala pa sa kalahati na hinahabol sa kanya na 303.27-M."

SP JPE: "Well that is a matter that must be decided by the concerned authorities of the government. I am not Nostradamus that can be predicted or a prophet can know all the facts even if I do not have so I will not make a judgement."

Cely Bueno: "Pero tama po ba 'yung sinabi ni Justice secretary Leila de Lima na maituturing daw na iligal yung plea bargaining agreement at maaari daw pong ma-impeach si Ombudsman Merceditas Gutierrez sa pagpayag?"

SP JPE: "Alam mo kung may basehan then let them go ahead and do it, do not talk. Just do your jobs right the petition of impeachment and file. "

Cely Bueno: "Nagwoworry po 'yung iba na ang implikasyon nito eh lumakas 'yung loob nong ilan na gumagawa ng katiwalian dahil pwede naman daw mag-bail, magkano lang sir P60, 000.00 nakalaya na si Garcia."

SP JPE: "Alam mo, alam mo yan eh mga ginawa nating sistema sa proseso ng Pilipinas on the basis of the compassionate nature of supposedly of a... the executive department of government but many people become unhappy when it is applied, you can never satisfy everybody."

Rey Langit: "Mr. Senate President maraming-maraming salamat po sa pagkakataon at good morning po sa inyo."
