STATEMENT OF SENATOR TEOFISTO "TG" GUINGONA III
REGARDING ABSENT RESOURCE PERSONS AFFLICTED WITH "BLUE RIBBONITIS"

I would like to inform everyone na [may] nakikita naming pattern - na kapag may hearing, madaming nagkakasakit. From arthritis, hypertension, kidney to whatever at biglang nagpapa-confine sa ospital. Gusto ko po ipaalam sa lahat na kung totoo man ang sinasabi ninyong sakit ay we will honor that. Igagalang po namin 'yan sapagkat kung talagang may sakit ay dapat talagang magpahinga at i-confine sa ospital. Talagang dapat mayroon medical attention, hindi po ba?

Pero mayroon isang sakit na sa tingin[naming] ay hindi puwede at ito ay "ribbonitis". In short for Blue Ribbonitis. Sakit na nagpapa confine sa ospital para umiwas sa blue ribbon hearing. Lumang tugtugin na po ito. Kung napapansin ninyo even in other proceedings ay biglang nagkakasakit talaga ang mga inakusahan at biglang nako-confine. We would like to direct the physician of the senate to inquire and ascertain the veracity of the allegations that all those who have written and said that they have ailments and at the hospital that we will ascertain the veracity, kung totoo man . We would like to assure you na kung totoo po ay walang problema. Igagalang po natin 'yan except kung ribbonitis ang sakit. We would like to announce that this committee will not tolerate the practice of some physicians who will just very irresponsibly issue medical certificates. We will take to task the doctors. We will look into their backgrounds. They have an oath to their profession and we will take them to task on that.

I think it would be right to say that we should have some safeguards against doctors [who] irresponsibly issue medical certificates. They should be held accountable to that. If they have been found to violate and act irresponsibly, maybe their license to practice should be suspended. We cannot have doctors issuing medical certificates just so that the ends of justice cannot be met.
