TRANSCRIPT OF INTERVIEW WITH SEN. GUINGONA

Q: Posisyon ng senado tungkol sa request ng mga Senador na 'wag na ibalik ang mga sasakyan.

STG: Actually nasa mga Obispo iyan . Doon natin ibigay at respetuhin natin ang desisyon ng Obispo.

Q: Assesment on the hearing

STG: What happened is we had a proper closure to the issue. Napatunayan din na walang Pajero . The bishops were able to air their sides at narinig ng lahat. Nag-sorry ang PCSO na wala talagang Pajero. Nagkaroon ng closure. We were able to established that the vehicles were used for secular purposes. Which was a litmus test to the constitution. That is what's important.

Q: Masasabi niyo bang tapos na ito? No need to call again the bishops?

STG: Yung sa bishops, oo and no need to call them again .

Q: Wala na kayong tannong for them?

STG: Wala naman. But if there's something that comes up for them, we will call them again. As you have seen, they were very open.

Q: May mali bas a pag imbestiga sa mga bishops?

STG: Hindi naman. Kasi I'm sure, after this, magkakaroon ng malinaw na guidelines sa pagbigay ng pondo at sasakyan sa mga religious sectors. I think that was lacking in the first place. Because all of these, sa susunod, everybody will be very careful . Everybody will follow the new guidelines that PCSO should come out with.

Q: Ano ang nakikita ninyong mali sa nangyari?

STG: Misperception and there was no proper venue where everybody could be brought to the same table. Tignan ninyo ang nangyari, he said this, they said that, pero walang closure at harapan. Dito lang sila lahat nagkaharap sa Senate Blue Ribbon. This is a testament to the effectiveness of the Blue Ribbon para sa katotohanan.

Q: Irregularities on the issue of Bishops.

STG: So far there was nothing irregular because what is the legal test is the use either the funds of the vehicles para sa pagtulong sa tao at hindi para sa pagsulong ng isang relihiyon.

Q: Ano ang plano ng Blue Ribbon committee bukas sa pagresume ng hearing.

STG: Yung mga natitirang mga issues katulad kay Uriarte, Garcia at ang bagong isyu na ngayon lang nilabas ni Senate President Enrile.

Q: Kailan gagawin ang executive session?

STG: Bukas na.

Q: Absuwelto na ba ang mga bishops?

STG: Until the final report is out. Wag po ninyo kaming pangunahan.

Q: Ang liability ay nasa mga dating PCSO officials? Lumilitaw ditto ay nanggaling sa charity funds yung biniling mga sasakyan.

STG: That's a technical issue which we still have to study because the main argument was on the constitutional violations. Ngayon lang lumitaw na ang pinagkukunan pala ay charity fund. But then, on the larger picture , I don't think that there was much wrong on their part.

Q: Makakatulog na ba ng mahimbing ang bishops?

STG: I supposed so.

Q: Baka nagamit lang ang committee dahil hindi naging malinaw kung saan nagamit ang pera ng PCSO.

STG: Nagsabi sila kung saan nagamit and in fact , each one had their own statement.

Q: Tanggap na ninyo ang paliwanag na walang mali sa pagbibigay ng PCSO o walang mali sa paggamit ng mga sasakyan?

STG: Sa nakita namin, walang mali sa paggamit ng sasakyan sapagkat lahat nagsabi na ginamit nila para sa secular .

Q: Sa pagbigay ng PCSO.

STG: Hindi naman illegal iyong pagbibigay . Nagiging illegal iyan kung saan mo ginamit. Ano ang layunin? Kung ginamit mo sa pagtayo ng simbahan, mali iyon. Pero kung ginamit mo sa medical mission, sa feeding program, ay puwede at legal iyon. May mga gray areas na sinasabi pero nakikinabang ang simbahan at ito ay tinatawag na incidental.

Q: You still encourage na ganoon pa din ang partnership ng simbahan at PCSO?

STG: Before we start again that partnership, there should be clear guidelines and the party should follow the guidelines before anything else. The new guidelines in accordance with the law should be made ng sa ganoon hindi na mangyari ang mga saying na emotions and a lot of anxiety.

Q: Paano yung mga iniwang sasakyan ng mga archbishops?

STG: I don't know. It was not returned to the Senate. It should be returned to the one who gave that and not to the Senate.
