Q: On Morato's deal with Perdana Land

Q: Doon ba pwedeng i-conclude na kaya na-renew without public bidding and kontrata with PGMC?

No. I don't want to make that conclusion because I'm just stating the facts. It's up to the authorities to make that conclusion.

Q: Pero sir yung isang na-point out niyo na nagamit niya yung Dial M program para sa kanyang kandidato at ng administration.

Yun ang maliwanag. Kasama siya sa nag-approve ng kontrata sa PCSO board. Siya ay co-host at siya ay nangampanya para sa administration candidate. Maliwanag sa atin yan na electioneering.

Q: Anong particular case?

Merong penal provision ang Revised Election Code kaya nasa DoJ at Comelec para tingnan nang husto.

Q: Sa issue ng PGMC, yung lease agreement, despite na nagkaroon ng international bidding there was an order from Malacanang as pointed out by SP to accept the offer of PGMC.

Hindi ako masyadong familiar doon. What I just pointed out is that Manoling was part of the board that approved those extensions, those contracts with PGMC and Berjaya and was at the same time having transactions with Perdana Land Phils. which is part of the group who had a contract with PCSO. In other words, it appears that there is a conflict of interest.

Q: Yung dealings niya with Berjaya came after PGMC sealed a deal.

The case was ongoing even before that because the financial problems of the corporation where Morato is a stockholder have been there for quite a number of years. There was already a financial problem while these negotiations are ongoing.

Q: And they made it appear that the contract was only P70 million, instead of P785 million?

Well, the contract is for P785 million. According to Mr. Morato, the P70 million was the amount that went to TF Ventures. It would appear to Senate President Enrile who knows his tax laws that the tax was paid only on the P70 million and not on the P785 million, although this has to be verified.

Q: Malinaw ba sa inyo na yung PR at intel fund for January-June 2010 ay ginamit sa election?

Malinaw sa akin yun, ganoong kalaki... malinaw na ginamit yun nung halalan.

Q: To fund yung kay Gibo?

Hindi ko na alam kung sino pinondohan nun. Basta si Mr. Morato nangampanya para kay Gibo.

Q: May kaso po ba si Morato?

Dapat tignan ng Comelec at DoJ. Pero sa akin, using public funds for the benefit of one candidate is certainly a criminal offense under the law.

Q: Dun sa mga kongresistang nakinabang sa STL, will they be summoned?

They will not be summoned. We have inter-chamber courtesy. If they want to appear, welcome.

Q: Sa 2004 at 2007 elections, okay ba na DoJ na ang mag-investigate?

Sa akin okay na yon because that's criminal prosecution at this stage, election fraud.

Q: Hindi na ire-revive ang Hello Garci probe?

We have not discussed that. I have not heard of any senator wanting to do it.
