Cayetano hits DPWH for not sanctioning & blacklisting anomalous contractors

  • "I believe in this administration's tuwid na daan. But it is quite disappointing that the current DPWH hasn't instituted preventive measures to fight corruption and to clean the reputation of the agency.

  • o "Throughout the years, DPWH has been known as an 'old boys club' where corrupt contractors and officials conspire with each other."

    o "Ang DPWH contracts ay kilala bilang isa sa mga gatasan ng mga corrupt."

    o (He cited the Ondoy Fund and overpriced projects as examples)

  • "May blacklisted contractors na ba? It is very disappointing na wala."

  • o "With no contractor blacklisted, are you saying that all contractors are innocent (despite all the anomalous projects exposed by the media)?"

    o (He cited a flyover in Pasig that gets easily flooded as an example of the quality of the work of anomalous contractors)

    o "If you don't ban these anomalous contractors now, there's a chance that you'll still be working with them during this term. Kawawa naman ang malilinis na tao sa DPWH na nababahiran ng dumi ng iba."

  • "Sa Pilipinas bawal magnakaw nang kaunti. Pag kaunti ninakaw, nakukulong. Pag napakalaki ang ninakaw, nagiging makapangyarihan, may kayang makipag-sabwatan, may pang-areglo at na-a-abswelto. "

  • Cayetano also noted that the DPWH Regional Director never consulted the Taguig local government regarding their DPWH projects in the area.

  • o As a result, the DPWH legal department approved the construction of a commercial building in front of Taguig City Hall - granting the construction of a commercial building in a residential zone.

    o He cited Section 25 of Local Government Code (LGC) that states that in the course of planning a project's implementation the local government must be consulted.

CHAPTER 3. - INTERGOVERNMENTAL RELATIONS

SEC. 25. National Supervision over Local Government Units. -

(b) National agencies and offices with project implementation functions shall coordinate with one another and with the local government units concerned in the discharge of these functions. They shall ensure the participation of local government units both in the planning and implementation of said national projects.
