STATEMENT OF THE SENATE PUBLIC SERVICES COMMITTEE CHAIRMAN ON THE IMPENDING IMPOSITION OF FARE HIKE
ON MRT AND LRT, VAT ON TOLL FEES

As chairman of the Senate Committee on Public Services, I reiterate my strong opposition to the impending fare increase on the mass rail transit system in Metro Manila. It could be recalled that I had already expressed my full support to the Senate Resolution that would urge the President to suspend the implementation of fare hike on the MRT and LRT even before it was officially tackled in the session.

I am glad that majority of our colleagues also support and are also co-authors of the Senate Resolution 602 which was introduced by Senators Villar, Arroyo and Recto. It will be a right decision if the Palace economic team reconsiders its decision to raise train fares as well as the imposition of the 12-percent VAT on toll fees.

Dapat tanggapin ng pamahalaan ang katotohanan na hindi lang isang rehiyon ang nakikinabang sa MRT at LRT. Marami rin sa mga regular na pasahero nito ay mga karaniwang manggagawa, empleyado at maliliit na negosyanteng galing sa iba't ibang rehiyon na nakikipagsapalaran sa Metro Manila para suportahan ang kanilang pamilya sa probinsiya. Nandiyan din ang mga estudyanteng lumuwas ng Metro Manila para mag-aral.

We must also block the imposition of the VAT on toll fees. Our expressways were built for the convenience of our motorists. Hindi lang dapat convenient sila sa pagmamaneho; dapat convenient din sa bulsa nila ang pagdaan dito. Matapos na magtiis sa grabeng trapik nang ginagawa ang mga ito, hindi naman dapat na sa halip na ginhawa ay pabigat ang idudulot nito sa ating mga motorista.

Nagtataasan na ng ang presyo ng mga bilihin, dadagdagan pa natin ang pasanin ng publiko. Hindi makatwiran na ang gobyerno pa ang magbibigay ng panibagong pinansiyal na problema sa ating mga mamamayan.
