Senate approves bills converting Imus and Bacoor into cities

The Senate today approved on final reading two bills converting the municipalities of Imus and Bacoor in Cavite province into cities.

Senator Ferdinand "Bongbong" Marcos Jr., sponsor of House Bill Nos. 4729 otherwise known as an Act converting the municipality of Imus in the province of Cavite into a component city to be known as the City of Imus and House Bill 4730, otherwise known as an Act converting the municipality of Bacoor in the province of Cavite into a component city to be known as the City of Bacoor, said both Imus and Bacoor have satisfied the legal requirements for their conversion.

Marcos, chair of the Senate Committee on Local Government, said the conversion of Imus and Bacoor into cities will enhance the capability of their respective local government units (LGUs) to deliver needed services to a growing population.

At the same time, Marcos said, they will become more effective partners of the national government in promoting economic growth.

According to Marcos, Imus has earned an income classification of first class since 1986 and has shown a steady rise in its income over the years. Its average annual income for calendar years 2008 and 2009 based on 2000 constant prices, exclusive of ira, special funds, transfer and non-recurring income is P144,981,443,72.

The figure, Marcos explained, is more than the P100 million income requirement needed for cities under Republic Act 2009, amending section 450 of the Local Government Code of Republic Act 7160.

"Imus is now home to 5,712 commercial establishments, 48 manufacturing establishments and 249 financial institutions," Marcos said, adding: "Based on the 2007 census, Imus has 253, 158 inhabitants. The Imus LGU has met the population requirement of at least 150 thousand inhabitants as specified by Republic Act 7160.

Likewise, Marcos said Bacoor has satisfied all the requirements needed for its conversion into a city.

He said the bills were passed in recognition of the rapid urbanization of Imus and Bacoor.
