PNoy signs bill conferring civil service eligibility upon councilors

Senate President Pro Tempore Jinggoy Ejercito Estrada's bill conferring upon members of the Sangguniang Bayan, Sangguniang Panlungsod at Sangguniang Panlalawigan the appropriate civil service eligibility has now been enacted into law.

The Republic Act 10156, principally authored by Sen. Estrada through Senate Bill 2735, grants an eligibility equivalent to a Career Service Professional Eligibility to council members who served an aggregate period of nine years, provided that they are a holder of a bachelor's degree.

Moreover, a member, who served for six years, shall also be granted with an eligibility equivalent to a Career Service Sub-Professional Eligibility provided that they have at least earned seventy-two units in any baccalaureate degree program.

RA 10156 has been signed into law by President Aquino last December 20, 2011. The letter from the Office of the President transmitting to the Senate two original copies of the same were taken up today as the Senate resumes plenary legislative session after the holiday break.

Estrada, who served as Mayor of San Juan for three terms, stated before that it was only befitting to award the members of the Sangguniang Bayan, Sangguniang Panlungsod at Sangguniang Panlalawigan the Civil Service Eligibility because of their extensive public and official duties as the elected officers of their locality.

Sen. Estrada earlier cited that the Local Government Code of 1991 actually grants appropriate civil service eligibility on the basis of the number of years of service to the Punong Barangay, Sangguniang Baranggay and other barangay officers, pursuant to the rules and regulations of the Civil Service Commission.

"I am fully aware of how hard and yet rewarding a local official can be. If their constituents elected them to office more than once, then this must mean that the people trusts them and they perform well. I am glad they can now be conferred with the status of a Civil Service Eligibility," Estrada said.

The Act covers all members of the Sangguniang Bayan, Sangguniang Panlungsod at Sangguniang Panlalawigan who have been elected after the effectivity of the Local Government Code of 1991.
