Act converting the town of Ilagan in the province of Isabela
as a component city approved on third reading

The Senate today approved on third and final reading Committee Report No. 144, converting the municipality of Ilagan in the Province of Isabela into a component city to be known as the City of Ilagan.

The measure, originally introduced by Representative Rodolfo B. Albano in the House of Representatives as House Bill No.5917, was concurrently sponsored in the Senate by Senator Ferdinand "Bongbong" Marcos, chair of the Committee on Local Government.

According to Marcos, the municipality of Ilagan has complied with Section 450 of the Local Government Code of 1991, as amended by Republic Act 9009. These requirements include, among others, income generated by the municipality, the size of its territory and population.

"Although the 2010 Census of Population and Housing issued by the National Statistics Office revealed that Ilagan has a population of 135,174, which is less than the required 150,000 inhabitants, the town has surpassed the minimum requirement for land area and income," Marcos explained.

"Additionally, Ilagan has a land area of 742.90 square kilometers, far above the mandated 100 square kilometers. Also, the average annual regular income of Ilagan for 2010 and 2011 amounted to P105,734,823.25, higher than the P100 million income required under the law," Marcos added.

"All these data proves that Ilagan deserves to be converted into a component city in the province of Isabela," Marcos also said.
