Q: Ano ang response sa pag-gamit ng Malampaya funds for development of ethanol?

Villar: Nagpapatulong ang sugar industry, kasi they will be head on sa competition sa 2015, kasi ibababa ang tariff from 10 percent to 5 percent. Humihingi sila ng tulong to pass a bill to help them be competitive. Syempre maraming products and sugar, one of them is ethanol tsaka yung bagas for power. Kailangan rin nila ng tulong doon so we are asking the Department of Energy kung ano ang maitutulong to develop that part of the industry. Ang sabi nila, meron daw for training pero wala sila for projects so sabi ko bakit hindi mo i-suggest na magbigay ang Malampaya.

Q: Pwede bang makipag-ugnayan ang Senado sa Malacanang para magamit nila ang Malampaya fund?

Villar: Oo, basta nakapasa kami ng law using Malampaya to help the development of ethanol and bagas, then that's legal. That is why pinapaaral na namin sa kanila, for them to study kung ano ang ibibigay nila from Malampaya.

Q: Iyong bill, sigurado bang maipapasa?

Villar: Ipapasa namin sa Senado, ang daming author sa Senado. Problema na ipasa nila sa Kongreso. I'm sure the sugar-producing provinces have representatives in Congress. Kasi last time they passed it in Congress. Hindi lang napasa sa Senado.
