THE PEOPLE WANT THE GOVERNMENT TO BE RELEVANT. ITONG MGA BANGAYAN AT POLITICAL ISSUES AY NATATABUNAN YUNG DAY-TO-DAY ISSUES NG MGA TAO.

The Senate President is feeling the pressure na people want government to be relevant. Diba itong bangayan ng bangayan at itong political issue natatabunan yung day-to-day issues ng mga tao. The way to address that is for government to move and move faster. Yung sa Congress kasi mas nakikita ng tao salita, sa executive, ang binabantayan yung gawa so the way the Executive can regain the lost trust -- I believe they still have the trust of the majority of the people but then maraming nadidismaya -- I think the way to get that back is to move faster and move effectively.

Politics is like a gun eh. Pwedeng sa krimen gamitin ang baril pwede rin sa peace and order. Politics can get things done and politics can also screw things up. Kung ano idemand ng tao, kung ano idemand ng media, makikita mo naman the last year, hindi binatawan ng media ang issues ng corruption at bagamat marami pang kailangang gawin, marami nang nangyari. May tatlong senador na nasa kulungan, there are dozens being investigated now. So ang susi lang dyan, huwag tantanan ng media ang issues na importante sa ating mga kababayan katulad ng LRT, ilang beses nang tinitira doon. Kung titigilan ang coverage noon, baka makalimutan. Pero habang tinututukan ito, at ito'y importante sa ating mga kababayan, hahanap at hahanap ng paraan. So politics can be used for positive. Yun nga lang, lately, napupunta sa bangayan lang kasi.

I CAN ASSURE THE PEOPLE 100 PERCENT NA HINDI MAAAPEKTUHAN ANG LEGISLATION SA KAWALAN NUNG TATLONG SENADOR.

I can assure our people 100 percent na hindi maapektuhan yung legislation sa kawalan nung tatlong senador. With 20 senators, we have more than a quorum, maganda ang attendance lately. Ang challenge hindi yung quorum, ang challenge less politics and more issues relevant to the people. Sa SONA, ang prayers and hopes that the president comes out as someone championing the relevance of government. More and more people are feeling that the government is irrelevant and ang gobyerno nandyan para mang-corrupt at magbangayan. Hindi nararamdaman ang mga reporma sa corruption man o sa baba. So the SONA always gives the president to reach out. I'm hoping after his speech na makita ng tao yung pang-araw-araw nilang hirap at pangangailangan is in the mind of their leader. We will try to do that also in the Senate. As the Senate President also said, we are aware of low ratings. We are aware na many of our kababayans, dati ginto ang Senado nung lumalaban kay GMA, ngayon parang basura. As I said, parang irrelevant but the way to regain the trust is less talk, more action. And yung action na kailangan is hindi yung bangayan o yung tirahan pero yung actual na batas at programa sa presyo, trabaho at kita.

It happened in the past; remember si Senator Trillanes was in detention pero hindi ganun kadami. Sa isang banda, maganda kasi pinapakita sa tao na walang sinasanto ang batas, patas lahat. But on the other hand, it also puts a sword over the heads of the senators. But in the end, I think the transparency and accountability (must prevail) so mas maganda na may sword sa heads ng mga senators as long as hindi siya persecution, as long as (for) transparency and accountability.

Kapag controversial o highly political ang bill, mararamdaman niyo ang absence nila. But having said that, hindi natin pwedeng i-sacrifice ang integrity ng Senado just because we need people who are very knowledgeable here. Ang susi kasi sa Senado, hindi yung technical wisdom kung hindi ang credibility. So ibig sabihin, kahit na we have 24 average senators, pero ang puso ay para sa tao at malinis ang tingin ng tao, susundin ng tao yun. But even if you have the brightest and the best senators kung ang tingin naman ng tao ay ninakaw nila ang kaban ng bayan, wala ding mangyayari.

That is why ang susi sa lahat nang ito is a fair but speedy trial. To be fair sa tatlo, hindi pa naman sila dini-declare na guilty, but the evidence is also overwhelming. That is why I am still fighting for a live coverage because napakahirap na tumagal ang kaso na ito na matagal masyado. Pangalawa, napakahirap na hindi tanggapin ng tao ang magiging verdict. Guilty man o ipawalang-sala sila, kung hindi naman mapapanuod ng ating mga kababayan ang reasoning ng prosecution at defense, walang mangyayari.

Let us admit that despite the SONA and despite the legislation, all of this will be overshadowed by graft and corruption issues because to many people, this is the number one problem of our country.

The Senate has always been looked at as 24 independent republics, ibig sabihin, administrasyon man o oposisyon, independent yan. I would admit, there are some hearings that will be lopsided, parang lahat against o lahat pro, o ang iba kampi-kampi. But let me assure you that the senators listen to the public, so dahil na-cover niyo ng live ang hearing, pati ang criticism na hindi masyadong nag-grill sa kabinete is on the minds [of people], hindi man i-admit ng ibang mga senador, nandyan yan. So in the next hearing, I am sure there will be a higher quality.

ANG TINGIN KO, ONCE I-FILE, DAPAT SUSPENDIDO KAAGAD. BUT AS WE SAW, NAPAKATAGAL BAGO UMABOT SA OMBUDSMAN.

Hindi pa effective dahil sa desisyon mismo. Dahil sa order mismo ng Sandiganbayan, nakalagay doon na pwede pa silang mag-file ng motion for reconsideration at hindi pa ito effective kapag nag-file sila. I disagree with it, but we have to follow it. Why do I disagree with it? Malinaw na sa plunder law, kaya sinasbaing suspendido kaagad ang isang opisyal ay para hindi niya magamit ang resources ng kanyang opisina, ang kanyang kapangyarihan, ang kanyang impluwensya. Kaya nga non-bailable din ito. Kaya nga ang tingin ko, once i-file ito, dapat suspendido kaagad.

But as we saw, napakatagal bago umabot sa Ombudsman, kapag umabot sa Office of the Ombudsman, napakatagal din. Kapag umabot sa korte, napakatagal din. By then, natago na ang mga assets, na-withdraw na ang mga accounts, nalipat na ang mga titulo ng mga ari-arian, and then ang pag-suspend, although may epekto, hindi ganoon kalaki ang epekto. Unlike sa US, itong graft and corruption, Philippine-style, parang organized crime sa US ito. Sa US, ang RICO law, ang tinitira na lang na pwede mo gamitin sa assets mo ay pangkain, pangkuryente, pangbayad sa bahay, pangbayad sa abogado, para hindi mo magamit ang resources mo na maabswelto ka. But sa atin, ito ay isang weakness. Ibig sabihin, masyado pa tayong nasa letter of the law kaysa sa spirit of the law.
