Q: [INAUDIBLE] confirmation?

S: Well, it was the decision of the body, so yun ang mangyayari.

Q: But you said it was unfair? Sabi niyo po kanina.

A: Sa akin lang kasi, these people are risking their lives right now on the ground, doing their jobs as they know how. Tine-train sila kung paano gagawin yung protocol for different kinds of operations. Tapos, because of political pressure, hindi ka mapopromote. Let's remember they also risked the lives of their soldiers dito sa incident na ito na parang hindi na-aapreciate for that matter, or worse sila pa yung sinisisi. Sabi ko nga piniga naming lahat itong issue na ito. Lahat ng resource persons tinanong ko, meron bang nagbigay sa inyo ng stand down order, na magpigil kayo, hindi kayo tumulong? Walang ganoon

Q: Ngayon, Sir, doon sa Committee Report, have you signed or will you?

A: Sa ngayon kasi ganito, there were several statements especially doon sa Executive Session that would have given light dito sa pangyayaring na ito. Magiging napakalinaw sana kung isasama ang mga statements doon, pero wala eh. I believe na-influence nung media pressure kasi apparently meron ng conclusion na kailangan magconform na lang yung Senate Committee. And it was the best opportunity sana for the Senate Committee to really shed light on the incident kasi nakita naming lahat, sa Execuitve Sessions, yung buong kwento narinig namin, wala doon sa Committee Report. Or at least yung mga significant portions that would have altered the perception of the public, wala doon.

Q: [INAUDIBLE] makes the findings different for example, the President would not be held responsible?

A: Ang mangyayari dito, let's put it this way, pag lumabas doon, maiintindihan kung ano ang nangyari sa ground, kasi kaya naman tayo umaakyat kay Presidente Aquino kasi ang impression is alam na niya na nacocorner yung mga SAF tapos wala siyang ginawa. So, doon natin malalaman iyon kung may ginawa ba muna dun sa ground.

Q: Sir, ano iyong mga particular part ng report that you think objectionable kaya hindi niyo pinirmahan?

A: Okay, anong nangyari doon sa ibang SAF companies na nandodoon? It wasn't even mentioned doon sa report. Ano ang ginawa nila? Everybody's pointing to the Army. Anong nangyari doon? Di ba everybody wanted to know kung anong ginawa noon? That was the best opportunity na mailabas iyon. That's one. Pangalawa, yung reason kung bakit hindi nakapagpaputok ng kanyon. Iyon din ang katanungan nung pamilya, nung buong bansa. Andodoon iyon, nagharap-harap yung mga opisyal ng Army at SAF. Doon nakita namin kung bakit pala ganoon.

Q: Iyon yung particular na nakalagay sa Executive Session, Sir?

A: Yes, kasi liliwanag yun. Marami kasing ginawang statements si General Napenas na not exactly true based on the testimonies of the officers on the ground.

Q: Sir, doon sa draft Committee Report, anong nakalagay doon na you don't agree with kaya hindi niyo pinirmahan, yung sa president sir?

A: Well, sa akin dito yung katotohanan dun sa nangyari. Yun ang wala. Yung sa ground.

Q: Pero yun sa responsibility ng officials, do you agree?

A: Well, the president has already accepted full responsibility nag speech na siya on national TV accepting all responsibility of the incident kasi ganun siya eh he's the father of the nation, the commander in chief. Lahat ng nangyayari sa ating bansa during his term, kargo niya yan. At inamin niya na yan, so wala tayong debate roon. Yung liabalilty ang pinag-usapan lang natin

Q: So yung finding that the president is ultimately responsible, hindi yun yung ayaw niyo? Hindi yun yung objectionable sa inyo?

A: Well, I believe the President has already accepted full responsibility eh. So there's no point debating. And tama yun. He should accept, pero ang tanong kasi dito is dahil ba kay President Aquino kaya namatay yung 44? That will tell the difference between responsibility and liability. Siya ba ang dahilan kung bakit namatay yung 44? That should have been answered there. Pero ang sa akin mas focused ako dun sa nangyari on the ground kasi kung naintidhan natin yun nangyari sa ground, malalaman natin kung bakit namatay yung 44.

Q: So you won't sign, sir?

A: Eh ang problema, if I sign even if I qualify it would appear that I agreed in full. Hindi niyo naman tinatanggal yun mga "will amend" wala eh,binibilang niyo lahat eh.

Q: Gagawa kayo ng parang minority report niyo?

A: Hindi naman. At this point in time there's already a majority opinion. My opinion would be irrelevant.

Q: Majority opinion against the President or ano ba yun tingin niyong majority opinion?

A: Hindi, yun report diba the majority already signed the committee report.

Q: Pero sir I-rerequest niyo pa rin bang ilabas yun ibang pinag-usapan?

A: Yes i-mamanifest ko na ilabas iyon, i-mo motion ko na ilabas yun para makita natin. Maintindihan nila kung ano bang nangyari talaga. Grabe yun mga sakripisyo ng mga army officers dun. Magagalit sila if hindi man lang na consider yug mga sakripisyong ginawa nila.

Q: So, sir, tingin niyo kulang yung laman ng Commite Report?

A: Definitely kulang.

Q: Sir, yung bagsak na rating ni President because of the Mamasapano blunders?

A: Most probably, they have badly mishandled it so ganyan ang resulta, so I believe kailangan nilang ayusin yung kanilang messaging para malaman ng tao talaga kung ano ang totoo sa hindi, kasi ngayon iba't iba na ang direksyon ng impormasyon.

Q: Sir, sa tingin niyo may chansa pa na maka recover yun rating ni Pnoy?

A: It's up to them. The answer to that question is in the hands of the Malacañang people.

Q: So sino nag mishandle? Kasi sinasabi ni President mismo, inconsistent sa explanations niya eh.

A: Well lahat sila collectively. The President is the principal, siya iyon.

Q: Pero sir si VP Binay umaangat parin.

A: Hindi wag kayo maniwala dyan sa Pulse Asia. Yung Pulse Asia May 2007 ang ranking ko was 23-24 that was the last survey bago mag eleksyon. That is Pulse Asia. Wag kayo mag papaniwala jan.

Q: So yun kay VP binay ay ano yan sir?

A: Eh malamang luto yan, malamang luto yan
