Senator JV's Speed Limiter Bill Now a Law

Republic Act No. 10916 or the Speed Limiter Act proposed by Senator JV Ejerito during the 16th Congress was enacted into law on July 16, 2016.

"I am very pleased with its enactment. I believe that it is long overdue especially with the number of accidents recorded in the past years because of speed driving," Ejercito said.

He added, "The new law shall cover all the public utility vehicles (PUVs). Once it is implemented, there will be mandatory installation of speed limiter device to limit the top speed of vehicles through the employment of mechanical, electronic or communications system or the combination of these systems or similar devices capable of performing the same function."

Ejercito, who led the Subcommittee on Transportation which heard the measure, also underscores the penalties in the law.

"The law carries with it some serious penalties aside from fines and license suspension which will be imposed to those who will violate its mandatory installation. Those who are found to have tampered the device as defined in the law will be meted out with imprisonment to last not less than six (6) months but not more than three (3) years," Ejercito explained.

The Senator said that the success of its implementation now depends on the leadership of the transportation department which will lead the drafting of the implementing rules and regulations (IRR) and the transport sector and stakeholders to spiritually uphold the law.

"I will personally monitor the law's implementation and am very willing to be of assistance in crafting the IRR. With its proper implementation, I believe that we could curb if not eliminate road mishaps. Let's save lives, it's high time to impose discipline on our roads," Ejercito said.
