Bam on addressing unemployment and underemployment
(Transcript of media interview)

Sen. Bam: Mayroon pong education hearing kanina at pinag-usapan doon ang Trabaho Centers. Natutuwa naman tayo na full support ang DepEd, DOLE, TESDA.

Kung pumasa po ito, magkakaroon ng job placement centers sa bawat senior high schools natin.

Napakahalaga po iyon kasi iyong reporma ng K-12, naka-hinge po diyan iyong employability ng ating mga estudyante.

Kung makumpleto po iyong pangako at pangarap na iyon, iyong panukala po natin magbubuo ng placement offices at the Grade 12 level.

So ang ibig sabihin noon, pagkagraduate na pagkagraduate mula sa Senior High School ng ating mga estudyante, mayroon na silang mas malaking tsansa na magkaroon ng trabaho na akma sa kanilang pinag-aralan at sa track na pinili nila.

Q: Sir, what's the possibility na iyong budget ?

Sen. Bam: Big chance! Ang pinakamalaking budget ngayon mula sa mga ahensiya iyang DepEd. 566 billion pesos. Napakalaki po ng perang iyan. Masabi ho natin na maganda po iyong increase - 31% increase from the previous budget and most of this will go to facilities, sa mga suweldo po ng ating mga guro, sa mga paraan para ma-improve ng kalagayan ng ating educational system.

There were a number of questions yesterday, but palagay ko po, very supportive naman across different parties iyong mga Senador kay Sec. Briones at sa budget na prinisenta nila.

I'm chairing of course that budget sa Committee on Finance and we have full support na kung mapasa nga po iyan, hindi lang po mapapabuti ang K-12 natin which of course is undergoing a major reform right now pero iyong paglalagay po ng mga computers, pati mga eskwelahan, pagkakaroon ng enough teachers sa ating mga estudyante, pati ng classrooms and books - iyon po ay saklaw naman po ng 566 Billion peso budget ng DepEd.

Q: May ALS and Drug Rehabilitation Centers - is this the first time?

Sen. Bam: Kung hindi po ako nagkakamali, it's the first time na ipagsasama iyong ALS (Alternative Learning System) sa mga Drug Rehab Centers. Kasi marami rin po sa mga nalululong sa droga, hindi po nakatapos. So they're hoping that by introducing the Alternative Learning System, makatulong po iyon sa process of rehabilitation nila.

Q: Grade schoolers, para nasa mga...

Sen. Bam: ALS is for out of school youth so iba-ibang ages na po iyan. There are some in the ALS program na in their forties, in their fifties. So hindi lang po siya para sa kabataan, persee. But, we're putting a lot of focus on the ALS. Si Sec. Briones po, iyon iyong kanyang pangunahing tinutulak talaga na magkaroon ng Alternative Learning System kasabay po ng traditional learning system upang iyong out-of-school-youth po natin - out-of-school, hindi lang youth - mabigyan ng pagkakatoon ng makuha iyong equivalency for a high school and a grade school diploma.

Kasi nakita po natin na kapag may mga diplomas po tayo, tumataas iyong ating educational attainment, mas mataas po iyong sahod na puwede nating makuha.

So, mahalaga po iyong ALS na iyan and we have a separate bill institutionalizing the ALS program in our laws.

Q: Students who go straight to working after k-12 and those going to college?

Sen. Bam: Well, primarily it's for those na hindi na magkokolehiyo - maghahanap na ng trabaho.

Because, more than 50% of our Senior High School students will not go to college. Marami ho sa kanila, pag-graduate ng Grade 12, mayroon nang NC2 Certification from TESDA, kailangan na ho niya ng trabaho.

But for those who are going to college, iyong Trabaho Center po natin can help guide them in terms of the course na puwede ho nilang makuha. Kasi mahalaga rin po iyong kursong kukunin na mayroon tayong impormasyon na iyong kursong ito ay puwedeng magdulot ng trabaho para sa atin.

Because one of the problems that we've seen for the last seven to ten years is iyong tinatawag po nating "jobs mismatch". Kahit naka-graduate ka ng high school, kahit naka-graduate ka ng kolehiyo, posibleng hindi pa rin enough iyon para makakuha ng trabaho na gusto mo.

So, we're hoping po na iyong Trabaho Center o iyong Placement Office, hindi lang po siya tutulong in terms of career counseling. Tutulong rin po siya in terms of getting the industries - iyong mga kumpanya, iyong mga nagbibigay ng trabaho - into the schools at maging mas malapit po iyong industriya sa mga eskwelahan po natin para dire-diretso po iyong ating mga kabataan.

In other countries kasi, even before you graduate from secondary, usually may trabaho ka na. At iyon po ang ninanais po natin that those who will want to get work can already find the support in their schools.

Q: By next next school year, will there be funding?

Sen. Bam: Well, the goal is hahabulin iyong first graduate ng Grade 12 which would be in 2018. So, ang Grade 12 po natin they will first come into the picture next year. Ga-graduate po iyan ng 2018. So the goal is before they graduate, kumpleto na po iyong ating mga placement offices, iyong ating mga trabaho center at nabibigyan na sila ng tulong upang mahanap iyong trabahong ninanais po nila.

Q: Is this for all public high schools?

Sen. Bam: Yes, all Senior High Schools. Because kung tutuusin, iyong problema natin sa unemployment at underemployment, begins from the schools. It begins from the senior high schools, it begins in the colleges and universities so intervention natin doon nagsisimula.

The other challenge po diyan is getting DepEd to work more closely with the industries. Kasi kadalasan po, ang trabaho ng DepEd, may binibigay na national career examination assessment, which will assess kung anong career ang bagay sa iyo. May one hour module on guidance counseling or career counseling pero wala pong mga sistema upang magdala ng job fair sa ating Grade 12 o ma-match ang skills na kinakialangan ng industriya doon sa mga tracks na binibigay sa K to 12.

So we're hoping na with this law, makumpleto po iyong proseso hindi lang on the supply side iyong binibigyan ng pansin, pati sa demand side. So makita ho natin that our young people if they do want to get a job right after Senior High School or if they want help sa pagpili ng kurso na kukunin po nila sa kolehiyo mayroon tayong infrastructure na nakapasok na po doon.

We're hoping that we can do this by 2018.

Q: Kanina sa hearing, Asec Mateo talked about career counseling in schools, how this will affect Trabaho Centers?

Sen. Bam: I think that's Asec Umali. One half of the equation nagagawa nila, which is aptitude ng kabataan o estudyante, ano ang trabaho na puwede niyang makuha o bagay sa kanya. That's helps them choose the track that they will choose sa Grade 11. Iyong kulang pa doon at aminado naman silang kulang pa, iyong partnerships with the industries at businesses.

Sabihin mo nga, bagay sa iyo maging nurse, matutulungan ka to choose the academic track, maybe go to nursing sa college pero in your area, maraming nurse. The prospect of a job becomes smaller. Iyong impormasyon na iyon, napakahalaga niyan sa pagpili ng estudyante at magulang doon sa track na pipiliin niya, doon sa kurso na kukunin niya kung magka-college at sa trabaho na aaplayan niya.

Sa bill that we filed, iyong Trabaho Center, mabubuo niya ang picture. On one hand, ma-e-enhance ang ginagawa ng DepEd na career counseling. On the other hand, mas magiging present po ang opportunities na naririyan sa mga localities.

Ang gusto po natin, alam na kaagad ng estudyante when they choose their track and they choose their course, ano baa ng job market sa lugar, ano ang opportunities na puwede nilang pasukin, ano ang likelihood na makakuha siya ng trabaho doon sa industriyang iyon, ano ang skills na kailangan nilang makuha para maging employable sila.

Kung wala po iyon, we will continue to have a jobs mismatch, we will continue to have roughly five percent unemployment, almost 20 percent underemployment at marami pa sa mga kababayan natin, mahihirapan on their day to day.

If we link that up, mas madali po ang magiging transition natin from being a student to being a member of the workforce.

Isa po ito sa mga repormang puwedeng gawin ng executive department para mas maging madali po iyong proseso ng pagkuha ng trabaho ng ating mga kababayan.
