Villanueva's opening remarks at the Committee on Labor hearing

Magandang hapon po sa inyong lahat.

Kasabay po ng pag-uusap natin tungkol sa panukalang Department of Migrant Workers and Development noong January 25 dito sa komite ang pagbitay sa kababayan nating OFW na si Jakatia Pawa sa Kuwait. Nang araw din po palang iyon, lingid sa ating kaalaman, isa pang OFW sa Kuwait ang namatay dahil sa pambubugbog naman ng kanyang amo.

Ang tinutukoy po natin ay si Amy Capulong Santiago na isa ring Household Service Worker (HSW) sa Kuwait, idineklarang dead on arrival nang isugod sa ospital ng kanyang amo sa Kuwait noong gabi ng January 25. Puno daw po ng pasa ang katawan nitong kababayan natin.

Ngayon, sunod-sunod na ang natatanggap na reklamo ng embahada ng Pilipinas sa Kuwait tungkol sa pang-aabuso sa mga Filipino Household Service Workers. Marami na po ang nananawagan na ipahinto na muna o mag-moratorium sa pagpapadala ng mga kasambahay sa Kuwait hanggat may ganitong mga pang-aabuso, pananakit o pagpaslang sa mga Filipino Household Service Workers. Nakikiisa po tayo sa mga panawagang ito.

Today, we will discuss four Senate Bills that aim to protect our OFWs from abuse and to ensure their general welfare:

First, Senate Bill No. 157 or the "Migrant Workers and Overseas Filipino Act of 1995", filed by Senator JV Ejercito, seeks to expand the coverage of Legal Assistance Fund to institute a higher standard of safety and promotion of the welfare of migrant workers and their families. I share the belief of Senator Ejercito that the Legal Assistance Fund should be made available at the time of the arrest all the way to the trial proper and at all levels of appeal for migrant workers, especially those in the death row or those facing life imprisonment.

Second, Senate Bill No. 192 or the "Handbook for OFWs Act of 2016", filed by the People's Champ, Senator Pacquiao, seeks to mandate the Philippine Overseas Employment Administration (POEA) to publish and disseminate an OFW Handbook containing the rights of migrant workers. In my view, the handbook can serve as a "bible" or "constant companion" of OFWs.

Napakaimportante po nitong ganitong "Handbook" lalo na sa ating mga Household Service Workers. Maganda po kung may mga infographic ito at higit sa lahat nakasulat sa wikang nauunawaan nila. Makatutulong po ang Komisyon sa Wikang Filipino para maisulat ito hindi lang sa mga pangunahing wika sa Pilipinas kundi maging sa mga dayalektong ginagamit ng mga OFWs.

Third, my bill, Senate Bill No. 210 or the "Financial Literacy for Workers Act" seeks to empower the Secretary of Labor to award grants and loans on a competitive basis to eligible entities who can provide financial literacy and entrepreneurship programs to workers.

Naniniwala po ako na kung marunong mag-negosyo ang ating mga manggagawa at bibigyan sila ng sapat na kapital, aangat ang buhay nila, makakatulong pa sila sa paglikha ng trabaho sa ating mga kababayan.

Fourth, Senate Bill No. 968 or the "Social Welfare Attache Act of 2016" is being proposed to help OFWs who continue to fall victims to human trafficking, illegal recruitment, and abusive employers by providing them psychological and social welfare assistance. These functions can be carried out by Social Welfare Attaches. Hence, Senate Bill 968 identifies the qualifications and attributes that Social Welfare Attaches must possess. It also provides the specific responsibilities of the different departments and agencies in ensuring the effective and efficient functioning of Social Welfare Attaches.

Gusto nating maiwasan ang patuloy na pang-aabuso sa mga OFWs sa ibang bansa. Kung gagawing permanente ang mga Social Welfare Attaches sa foreign posts natin, lalo na sa mga lugar na may highest concentration ng mga OFWs, maiiwasan ang mga kasong tulad ng kay Jakatia Pawa o Amy Santiago.
