Transcript of interview with Sen. Cynthia Villar (DA budget, rice tariffication, rice supply, NFA)

Q: Are you thinking of increasing the budget of DA?

Villar: Kasi iyong rice program, they brought it down by P4 billion but we are providing doon sa rice tariffication additional P10 billion for rice. Iyong iba bumaba, we'll see.

Q: Sabi ni Secretary Pinol they were cut by almost half...

Villar: No, 10 percent lang ang na-cut sa kanila because iyong sinasabi na cash budgeting, kapag hindi mo nagagasta naman, huwag mo nang i-budget this year para maliwanag na lahat nang ibibigay sa iyo ngayon, gastahin mo this year. Iyon ang gusto nila sa cash budgeting so sabi niya, siya daw nagasta niya ang kanyang cash outlay, it's like 89 percent . 10 percent nga ang hindi nagasta. Iyon ang cash budgeting.

Q: Kanina exasperated kayo all throughout the hearing...

Villar: Kasi may problema tayo, ayaw admitin ng farmer na sila ang nag-benefit sa increasing prices, sino ang nag-benefit? At enough naman ang supply ng rice, bakit walang supply sa market? Hoarding iyan or cartel iyan. Kaya nagagalit tayo. Ano ang gagawin nila sa cartel, kasi ang sinasabi nila importation. Palaging importation. Bakit hindi ikontrol ang cartel?

Q: Wala daw silang power...

Villar: Price Law.

Q: Laging sinasabi ni Secretary Pinol hindi nila under ang NFA...

Villar: Under the Price Law, DTI and DA can impose price ceiling. Halimbawa, sabihin nila rice hanggang 42 lang, hanggang 42 lang. Huhulihin ang beyond 42.

Q: Hindi ba magkakaroon ng problema sa supply naman kapag may price ceiling?

Villar: Wala nga tayong supply problem.

Q: Iipitin nila...

Villar: Ipit, oo nga. Kapag ikaw ba may price ceiling, iipitin mo pa?

Q: Iyong sinasabi na rice for 4Ps beneficiaries...

Villar: Iyon ang ita-try namin kasi meron tayong provision for rice sa 4Ps. Ang suggestion doon, ibigay na actual rice. Huwag na pera kasi ngayon pera pa rin pero for rice. Bakit hindi na lang ibigay iyong rice na mismo para may bibili sa farmer, diretso sa CCT beneficiaries. Iyong CCT beneficiaries hindi na sila magsasabi na mahal ang rice kasi bibigyan na sila ng DSWD ng rice. So kumita ang farmer, may rice na ang mahihirap.

Q: Mas possible iyon?

Villar: We will try. Kasi we've been trying to do that somehow ang palaging sinasabi nila mahirap daw gawin iyon. Ngayon may plano daw sila how they will do it, ita-try natin na mapasa na sa budget hearing na iyong CCT for rice ibigay nang rice.

Q: May kumokontra daw sa DSWD...

Villar: We will see sa pagpasa ng budget if we can do it. Kung lahat nang senador gusto, maipapasa namin. Kung lahat ng congressman gusto, maski ayaw nila we'll just do it.

Q: Paano iyon, DA is just buck-passing the blame pagdating sa issue ng rice?

Villar: Hindi naman, kasi sinasabi nila NFA. Talagang ang problema natin hindi natin makontrol ang cartel at hoarding. Kasi tanungin mo si Secretary Pinol we produce enough rice then may imported pa additional, bakit ganyan? Kung we produce enough rice and then we imported pa additional, bakit mahal ang rice?

Q: Naaapektuhan ba ang operation ng Senate sa continuous stay ni Sen. Trillanes dito sa Senate building?

Villar: Hindi ko alam, hindi naman ako masyadong nagi-stay sa lobby. I don't know. I know that there are plenty of people pero ako naman sanay na nang maraming tao. Siguro ang sinasabi ni Senate President Sotto, nagmamahal ang security expense. Kasi syempre 24 hours na ang security kasi nandiyan si Sen. Trillanes. Iyon lang ang nadidinig kong inconvenience, nagmamahal ang security expense.

Q: Iyong Nacionalista Party is right behind him kung ano man ang ginagawa niya?

Villar: Hindi naman namin diniscuss sa Nacionalista. We discussed it in the Senate. Ang stand ng Senate, which is very clear, na hanggang nandito siya sa Senado hindi siya pwedeng arestuhin. Kapag lumabas siya is another story. But as long as he is here, hindi siya pwedeng arestuhin. Diba iyan ang stand ng Senate?

Q: Will you increase the DA budget?

Villar: We will try. But we are adding indirectly na kasi doon sa Rice Competitiveness Enhancement Fund, that is additional P10 billion and then doon sa PCA meron ding P15 billion so in effect, we are not touching the budget proper but we are adding in other areas.

Q: Within the month mapa-pass ang tariffication bill?

Villar: Yes. We will try hard.

Q: Will you hold committee hearings?

Villar: No, it's on the floor. May committee report na.

Q: Will you remove the licensing power of the NFA?

Villar: Ang intindi ko when I talked to DOF, kapag pinass namin iyong rice tariffication liberalized na ang importation ng rice. Wala na ang power ng NFA to determine importation. Nagtataka nga ako bakit sinasabi nila na ganoon, I have to clarify with DOF. Pero ang thinking ko, kaya ka nagta-tariff to protect the farmers because there will be a liberalization in the importation of rice. And to make the farmer competitive, we are creating the Rice Competitiveness Enhancement Fund.

Q: You will not remove the licensing..

Villar: Hindi naman, that is the provision daw in the WTO.

Q: Kasi sa House version they maintained the licensing powers...

Villar: I don't know. Parang hindi ganoon ang pinag-usapan namin kaya nga we provided for the Rice Competitiveness Enhancement Fund kasi magli-liberalize and then we will just use the tariff. The tariff may not be enough so we are giving P10 billion to farmers to be competitive as soon as possible.

Q: Any comment on the proposal na pag-isahin ang NFA at DA?

Villar: Parang ang sinabi nila after we pass the rice tariffication law, then they have to review ang NFA kung ano ngayon ang magiging role niya under a liberalized scenario.

Q: They will place NFA under DA...

Villar: Hindi ko po alam kung ano ng gagawin ng DOF. Ang nakalagay lang na ide-defend ko sa floor is the rice tariffication and then iyong Rice Competitiveness Enhancement Fund. After that they will be the one to review what will be their process. Hindi namin tinouch sa law iyon.

Q: Gaano po kayo naniniwala na nagbebenta ng research ang PhilRice sa private sector?

Villar: Sinabin ko lang sa kanila kasi iyon ang sabi, mabuti na ring alam nila what people are saying para mag-ayos sila at hindi sila matsitsismis na ganoon. Ang lumabas, iyong kanilang sinend na scholar sa US to produce hybrid rice for them, pagkabalik dito pumunta na sa private sector. Sila ang nag-gasta para ipadala sa US para mag-aral, pagbalik dito pumunta na sa private sector. Hindi na nag-serve sa PhilRice. Iyon ang sinasabi nilang nangyari.

Q: Since may ulat na ganoon, may balak po ba kayong paimbestigahan?

Villar: We'll see. We will finish first the budget.

Q: Ano po ang payo ninyo sa ordinary citizens ngayong nagtataasan na ang agri products?

Villar: Alam mo matagal ko nang ipinapayo na tayo sa sarili natin, magtanim na tayo sa sarili nating bakuran. There is such a thing as urban agriculture. Kahit nga tayo dito sa Metro Manila sa mga paso natin, instead of doing ornamental plants, we do edible gardening. Iyong mga itatanim natin sa ating mga bahay iyong makakain natin para hindi tayo dependent diyan sa mga nagsusupply sa atin. Kasi hindi natin ma-stop ang hoarder, hindi natin ma-stop ang cartel, hindi natin ma-stop ang smuggling, we take care of ourselves. Ngayon maski ako nagtatanim ako ng sarili kong vegetables, nag-aalaga ako ng sarili kong livestock para more or less konti na lang ang bibilhin ko sa market. Dapat lahat ng tao we take care of our food security in a way that we can do it by ourselves. Para less na ang bibilhin natin para tumigil na sila nang pagho-hoard ng binibili natin.
