NO PERMIT, NO EXAM POLICY A VIOLATION OF RIGHTS TO EDUCATION-REVILLA

Prohibiting a student from taking any assessment test is a form of violation to the rights to education.

This is what Sen. Bong Revilla reiterated upon filing Senate Bill No. 904 which penalizes any academic institution imposing a "no permit, no exam" policy or any such policy.

Revilla's bill states that a student of post-secondary and higher education cannot be barred from taking their midterm or final examination or other similar assessments due to unpaid tuition and other school fees.

He further added that the Commission on Higher Education (CHED) does not categorically prohibit the "no permit, no exam" policy, but it is being practiced by many academic institutions nationwide.

The seasoned legislator also referred to DepED Order No. 15 S. 2010 which states that all school should allow students to take exam then settle their unpaid bills later on.

"Grabe ang epekto nito sa isang mag-aaral, nagkaakroon sila ng inferiority complex, anxiety at pagkawala ng self-esteem na humahantong sa pagkawala ng ganang mag-aral" Revilla said.
