'Special Education Fund' should be used for safe school reopening - Gatchalian

To help schools prepare for a safe reopening this coming school year, Senator Win Gatchalian is seeking more flexibility on the use of the Special Education Fund (SEF) allotted to local school boards.

According to the Chairman of the Senate Committee on Basic Education, Arts and Culture, giving local school boards more leeway on the use of the SEF will provide much-needed additional resources to protect learners, teachers, and school personnel from the threat of COVID-19.

Gatchalian said that under Section 4 of the Bayanihan To Heal As One Act (Republic Act 11469), the President can authorize the expanded use of SEF as part of his power to adopt temporary emergency measures.

While the Department of Budget and Management (DBM) is yet to issue guidelines on how the SEF may be used for schools' COVID-19 response, Gatchalian proposed that these funds be used as additional funding for localized testing of teachers, learners, and personnel.

The Department of Education is still in the process of realigning its own budget to respond to the challenges of the COVID-19 pandemic, for instance, the need to invest on information and communications technology devices in the absence of face-to-face interaction.

Gatchalian said that the SEF can be used to buy disinfection materials and other public heath supplies such as soap, alcohol, thermometers, and sanitizers. Programs and activities that raise awareness on COVID-19, including training teachers and personnel for emergency response, should also be a priority for SEF use, Gatchalian said.

"Marami na ang mababago. Now that we are preparing our schools for the 'new normal' education, we have to make sure that we tap all possible resources to address the need for some changes in learning methodologies," said Gatchalian.

"Ang paggamit sa Special Education Fund ang isa sa mga pinakamabilis na hakbang na maaari nating gawin upang mabigyan ng agarang tulong ang ating mga paaralan. Ngayong pinaghahandaan natin ang ligtas na pagbubukas ng klase, kinakailangan ng ating mga paaralan ang lahat ng maaaring suporta at tulong pinansyal upang labanan ang patuloy na banta ng COVID-19," he added.

The SEF consists of the shares of provinces, cities, municipalities, and barangays in the proceeds of the additional one percent tax on real property. Section 272 of the Local Government Code of 1991 (Republic Act No. 7160) allows the use of the SEF for the operation and maintenance of public schools, construction and repair of school buildings, facilities and equipment, educational research, purchase of books and periodicals, and sports development among others.

Under the Local Government Code, local school boards in provinces, cities, and municipalities need to authorize local treasurers for the disbursement of funds under the SEF. These local school boards are chaired by the local chief executives and co-chaired by the division schools superintendent, the city schools superintendent, or the district supervisor of schools.

Hinimok ni Gatchalian ang paggamit ng 'Special Education Fund' para sa ligtas na pagbabalik-eskwela

Upang matiyak ang kaligtasan ng mga paaralan sa muling pagbubukas ng klase ngayong taon, isinusulong ni Senador Win Gatchalian ang paggamit ng 'Special Education Fund' o SEF na inilalaan para sa mga local school boards.

Ayon sa Chairman ng Senate Committee on Basic Education, Arts and Culture, makatutulong sa mga local school boards ang paggamit ng SEF para sa COVID-19 response efforts ng mga eskwelahan upang mabigyan ng proteksyon ang mga mag-aaral, mga guro, at kawani ng mga paaralan.

Ipinaliwang ni Gatchalian na sa ilalim ng Section 4 ng Bayanihan to Heal As One Act o Republic Act 11469, maaaring pahintulutan ng Pangulo ang pagpapalawig sa paggamit ng SEF. Ito ay bahagi ng kanyang kapangyarihang magpatupad ng mga pansamatantalang emergency measures sa gitna ng krisis.

Bagama't hindi pa naglalabas ang Department of Budget and Management o DBM ng mga panuntunan kung paano maaaring gamitin ng mga paaralan ang SEF sa kanilang pagresponde sa nakamamatay na virus, ipinanukala ni Gatchalian na gamitin itong karagdagang pondo para sa localized testing ng mga guro, mga mag-aaral, at mga kawani. Kailangan kasi aniyang masiguro na walang sakit o hindi nahawaan ng COVID-19 kapag nagbukas na ang mga klase. Kailangan din aniyang malinis at na-disinfect ang mga paaralan, pati na ang lahat ng mga kagamitan na gagamitin sa edukasyon ng mga bata.

Sa pag-realign ng budget ng DepEd upang tugunan ang mga naging epekto ng COVID-19, ayon sa mambabatas dapat maglagay din ng pondo para sa information and communications technology devices na gagamitin sa distance learning, lalo na't mababawasan ang face-to-face interaction sa mga classroom.

Panukala rin ni Gatchalian, maaaring gamitin ang SEF para maipambili ng mga disinfection materials at iba pang public health supplies tulad ng sabon, alcohol, mga thermometer, at sanitizer. Ayon sa mambabatas, dapat ding maging prayoridad ang mga programa at aktibidad na layong magpakalat ng kaalaman tungkol sa COVID-19, pati na rin ang training o pagsasanay ng mga guro at mga kawani para sa emergency response.

"Marami na ang mababago. Ngayon at inihahanda natin ang mga eskwelahan para sa 'new normal' na sistema ng edukasyon, kailangan nating gamitin ang lahat ng mapagkukunan o resources para matugunan ang mga pagbabago sa sistema para makapagbigay ng tuloy-tuloy na edukasyon," ani Gatchalian.

"Ang paggamit sa Special Education Fund ang isa sa mga pinakamabilis na hakbang na maaari nating gawin upang mabigyan ng agarang tulong ang ating mga paaralan," dagdag ng senador.

Ayon sa Section 272 ng Local Government Code of 1991 o Republic Act No. 7160, ang SEF ay maaaring gamitin para sa pagpapatakbo at pagpapanatili ng mga pampublikong paaralan, pagpapatayo at pagkumpuni ng mga gusali, pasilidad, at mga kagamitan. Maaari rin itong gamitin para sa pananaliksik, pagbili ng mga aklat at periodical, at sports development.

Sa ilalim ng Local Government Code, ang mga local school boards sa mga probinsya, siyudad, at munisipyo ang maaaring magbigay ng pahintulot sa mga lokal na ingat-yaman o treasurer para magamit ang pondo sa ilalim ng SEF. Ang mga local school boards ay pinamumunuan ng mga gobernador o alkalde. Katuwang nila sa pamumuno ang division schools superintendent, ang city schools superintendent, o ang district supervisor of schools.
