Q: Kung kayo po ba ang tatanungin, dapat po ba tayo manatili sa ECQ?

SP Sotto: Kung ako ang tatanungin, kung susundin ko yung mga report ng mga health experts, hindi ko pa rin papayagan yung GCQ over all, hindi pwede, hindi siguro. Siguro modified sa ibang lugar, yung mga kaunti lang yung mga apektado, at saka yung mga sumusunod talaga sa mga patakaran, ganoon siguro. Pero yung ibang area na medyo malala pa, based on the statistics, ng mga numbers ng mga experts, hindi pa pwede.

Q: Ang problema po kasi posibleng sa ibang lugar mataas ang covid 19. Posibleng iba sumusunod doon sa social distancing, posibleng hindi yung iba. Palagay ninyo po ba magwowork ito ng, kunyari sa NCR, yung iba ay nasa ECQ, at yung iba nasa GCQ. O dapat palagay ninyo i-pag isa muna?

SP Sotto: Ako tingin ko kung naniniwala yung mga health experts natin lalo na DOH, na naririto na yung second wave, or walang parating na second wave, pwede yun. Pwedeng mag GCQ sa ibang mga area. Pero kung hindi, hindi sila nakakasiguro, may second wave pa, we will be best advised na ECQ pa rin.

Q: What about testing?

SP Sotto: Automatic yun. Kailangan yun, massive testing. Ngayon kung talagang medyo ang gusto nila ay gawing ECQ, basta may massive testing, at saka yan nga, talagang mahigpit sa mga pagpapasunod sa mga patakaran.

Q: But sa ngayon, kausap ko po si Sec. Vince Dizon kanina, ang sabi niya ang capacity natin for testing on a daily basis today is 7000 tests a day.

SP Sotto: San yung 7000 a day?

Q: Lahat na po. Kasama na po diyan yung Red Cross, LGU, and kasama na din po yung sa government, lahat-lahat na daw po yun.

SP Sotto: Bakit sinasabi sa akin ni Senator Gordon 3,000 sila a day ang capacity ng Red Cross? Red Cross pa Lang yun. Baka mali yung 7000. Or hindi accurate yung nakarating kay Vince.

Q: Yun po ang sabi niya.

SP Sotto: Kaya nga, eh kay Senator Gordon pa lang 3000 na, Red Cross pa lang. So ibig sabihin, ang DOH, at saka yung ibang mga lugar, Marikina, Quezon City, yung mga meron. Pati DOH, RITM, wala silang 3000, 3000 plus daw sila? Hindi naman siguro accurate yung number na yun.

Q: Parang ganoon yung lumalabas.

SP Sotto: Well, we will find out. Alamin natin.

Q: Where are you comfortable? What number should we reach on a daily basis para masabi nating meron tayong accurate na testing dito po sa ating bansa?

SP Sotto: Gusto nating mabura talaga yan, at least 50,000 nationwide ang testing.

Q: Malayo pa yata tayo doon.

SP Sotto: Ang numbers na naririnig ko nationwide kakayanin ng 30,000. Sino ba sa kanila ang nagsasabi ng totoo? Kailan yun?

Q: I think the target is, ang target po nila is 30,000 tests by May 30.

SP Sotto: By May 30. Papanong gagawing GCQ kung sa May 30 pa maaabot yun di ba? O eh kasi nga ano, today, supposed to be, I don't know if you were aware, supposed to be at 1:30 PM, the Senate will constitute itself into a committee of the whole. At pinatawag namin yung IATF officials at saka ang mga economic managers because gusto naming balansehin mabuti at makakuha kami ng idea kung ano ang magiging desisyon ng President by tonight or tomorrow, yung balance between the economy and health. Ngayon, ang sinabi sa amin, nakiusap last week si ES Medialdea, sabi niya busyng-busy sila over the weekend, hindi nila mapeprepare gusto namin and today they have a very important meeting with the president. So pinostpone namin ng isang linggo pero kung natuloy kami, eh bukas kaya kong sagutin yung tanong mo because that's precisely yun ang gusto namin. Anyway postponed kami ng one week pero at least by today or tomorrow we will have a pretty good idea on how the president will decide. If ever he would want to ECQ the other areas, or continue, or extend until the end of the month.

Q: Oo nga I understand nakiusap sila ng one week delay dito sa committee of the whole so kung mangyayari po yan next Monday. In the meantime, maraming salamat po sa inyo.
