Cynthia Villar, during the hearing of Senate Bill 146, or the bill seeking the creation of the Department of Migration and Development, asked Overseas Workers Welfare Deputy Admin Brigido Dulay and Department of Foreign Affairs Atty. Tanya Faye Ramiro, Principal Assistant OUMWA, DFA to prioritize assistance to overseas Filipino workers in distress .Villar said a dedicated department to look after the affairs of 10 million Filipinos overseas is needed.
