AFTER THE AMNESTY HEARING

Q: Approve na ba sa committee level?

STLG: Sa committee level wala ng problema.

Q: Naka ready na iyong committee report ninyo?

STLG: Nakaporma na, ready for signature.

Q: Naresolve na rin ba yung issue tungkol sa listahan?

STLG: Yes, na-clarify natin dito sa committee. Nakita niyo naman na very extensive yung discussion.

Q: Satisfied na kayo?

STLG: Ako, satisfied. Because after all has been said and done, at the end of the day the only final list will be those who have applied after the 90 days. That's the only time you'll find out na mayroon final list.

Q: So no need doon sa call ni Senator Joker na linisin yung listahan? Kasi iyong final list ay yun na lang mag-aapply.

STLG: Oo, hindi na kailangan. Anyway, the Executive Branch has committed that they will look into the case yung nandoon sa Department of Justice na matagal ng nakasalang na clearly political persecution na ginawa ng dating administrasyon.

Q: Hindi talaga alam kung ilan?

STLG: Hindi mo talaga malalaman iyan until the end of the 90 day period.

Q: Depende na kung sino ang mag-aapply?

STLG: Depende kung sino ang mag-aapply.

Q: Hindi puwedeng ibase sa list na meron ang Malacanang?

STLG: Hindi puwede kasi hindi nga yun nga yung isa na hindi complete ang list. Hindi all inclusive.

Q: Nag-apologize ba si Executive Secretary Ochoa?

STLG: Hindi naman kailangan mag-apologize, we have just to clarify.

Q: So ibig sabihin yung listahan, balewala iyon?

STLG: Hindi naman balewala. Para you can get a sense . Ang hirap naman kung zero, coming out from nowhere yun. At least you have a sense but it is not final, it is not definitive.

Q: Maagang pamasko ito. Mahahabol ba before Christmas?

STLG: Yes. Before Christmas.

Q: Kung ma-aapprove today sa plenary?

STLG: Then it's the ball game of the house of represenatatives. Then if they approved it then..

Q: Start na ng filing ng application?

STLG: I think mayroon pang publication.

Q: Most probably mga January pa ito ma-avail ni Senator Trillanes?

STLG: Hindi siguro. I think before Christmas mahahabol.

Q: Hindi po ba sir, nasa DND iyong list kung sino iyong puwede mag-avail?

STLG: Yes, kung sinong ma-aprubahan. Yung approval and disapproval sa DND but the application is with the person.

Q: Kailangan pa ba magbigay ng list sa DND para alam nila kung sino ang tatanggapin nilang..? Paano sir ang gagawin sa list?

STLG: Hindi eh. Look, the situation is it gives amnesty to AFP, PNP, active and non active and their supporters. Yung supporter, hindi physically andoon ka noong nangyari iyon. Eh kung financial support iyon? Eh kung supporters na taga gawa ng istorya in support of them? Supporter din iyon. Hindi ba? So, he can apply but you don't know that they are around.

Q: Puwede din mag-apply iyong NPA na kasama sa list?

STLG: That's why everybody and anybody can apply. The problem is will it be approved. Kasi you must remember, application is the first step and then, there is approval or denial by the DND.

Q: Kasi iyong statement na iyon ay puwede na magsama ang komunista at rebel soldiers?

STLG: Para sa akin everbody can apply. Now, whether it has been approved or disapproved that is another matter. That is within the discretion and judgement of the Department of National Defense.

Q: Do you think it is a loop hole?

STLG: It's not a loop hole.

Q: May binigay na bagong list sa inyo?

STLG: Wala ng binigay na bagong list.

Q: Bakit sinabi niyo kahapon na you will not resume the hearing until you get a list ?

STLG: Yes, but again it was clarified and you witnessed we did extensively deliberate upon . It was cleared that this list is not final, not definite.

Q: Pero you were led that is the final list?

STLG: Not really naman. It's just that we would like to give them some time to be able to clarify the issue. It was good enough, if you noticed the discussions were very fruitful this morning.

Q: How about yung mga nasa listahan na patay na? Will they be qualify to retirement or death benefits?

STLG: It depends if he is a civilian, wala iyon. If it's an armed forces whether an officer or a master sergeant up or a technical seargeant downwards. Pagpatay na , definitely that should be given.

Q: Yesterday you said that you were disappointed?

STLG: Yes, but today everything was clarified.

Q: Sabi ni Secretary Ochoa na they did naman their homework. Do you agree with that?

STLG: The deliberation this morning clarified everything.
